- PURPOSE OF SPECIAL NOTICE: This Special Notice is issued by the Defense Counterintelligence and Security Agency (DCSA) solely to update the contractor community on the development of its investigative fieldwork services requirement as described in HS0021-20-RFI-Field. �DCSA is not seeking proposals at this time.� This Special Notice does not constitute a solicitation or commit the Government to contract for any supply or service.� If a solicitation is released, it will be via the Governmentwide Point of Entry at https://beta.sam.gov or through an appropriate multi-agency contract portal such as General Services Administration (GSA) eBuy at https://www.ebuy.gsa.gov/.� It is the responsibility of interested parties to monitor these websites for subsequent information. DESCRIPTION OF REQUIREMENT: DCSA requires nationwide, and potentially worldwide, investigative fieldwork services in order to conduct Federal background investigations in accordance with the Federal Investigative Standards.� This work currently includes completion of initial investigations, periodic reinvestigations and investigations of continuous evaluation and/or vetting alerts. �Continuous vetting, which provides checks on an individual more frequently and aims to promote delivery of real-time information, may replace periodic reinvestigations during the anticipated contract period of performance.� Successful performance of these investigative fieldwork services for the Government is required without fail or risk to national security or other agency missions.
