Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is RFQ-21-4329-PC01 and is issued as a Request for Quotation (RFQ). This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This acquisition is being set-aside for total small business concerns. The associated North American Industrial Classification System (NAICS) code for this procurement is 111335 and the Product Service Code (PSC) is H987, small business size standard is $1.0M This combined synopsis/solicitation incorporates provisions and clauses for commercial items in effect through Federal Acquisition Circular 2005-69 and the Service Contract Labor Standards statute in effect through Title 29, Part 4 of the CFR. Estimate of this combined synopsis/solicitation is between $25,000 & $50,000. General Item Description:� The USDA, ARS, South East Fruit and Tree Nut Research Laboratory (SEFTNR) located in Byron GA. has a requirement to process pecans for sale in accordance with the scope of work (SOW). The successful bidder will be responsible for obtaining any Federal, State, or Local permits that are required to complete the process and abide by all Federal, State, and Local regulations governing the process. Due to the urgency, interested contractors must be reasonably able to start work upon notification of award � projected award date is 1 Dec. 2020 with a prospective start date of 2 Dec. 2020. Pecan Nut Cleaning The following are sample items (from previous year cost of cleaning) and may not be all inclusive in the cost of cleaning and preparing Pecan Nuts for sale. In accordance with the RFQ statement of work, the USDA will transport all wagon loads to the awarded contractor location.� The USDA is recommending that all interested parties be within a 30 mile radius to minimize transportation cost.� However, all submittals will be considered. The government anticipates award of a firm/fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. Winning offeror MUST be registered in www.SAM.gov and have completed the representations and certifications. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. WAGE DETERMINATION:� Service Contract Act wage rates are applicable to this project. Current prevailing wage determination(s) at time of issuance of solicitation are Wage Determination Number: 2015-4496, Revision Number: 13, dated 08/21/2020. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with its response. Quote Submission Instructions: 1.
