Description
This Solicitation is set-aside for Competition Limited to Eligible 8(a) Concerns, in accordance with FAR 19.8. This Solicitation sets forth requirements for proposals for�the National Capital Region (NCR) 11 Indefinite Delivery/Indefinite Quantity (IDIQ)-Two Single Award Job Order Construction Contracts (JOCC) for projects under the Simplified Acquisition Threshold (SAT) as described in the attached Agreement. Separate proposals are required for each of the following geographic locations in which an offeror chooses to compete for award: FDA White Oak Federal Research Campus, 10903 New Hampshire Avenue, Silver Spring, MD� 20903 � Department of Education, 400 Maryland Avenue, SW,� Washington, DC 20024 Contractors are not allowed to submit a proposal for both geographical locations. Separate proposal evaluations and awards will be made for each geographic location. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror, subject to the conditions set forth herein. Neither the Solicitation nor any part of an Offeror's proposal shall be part of the Contract except to the extent expressly incorporated therein by the Contracting Officer. The Solicitation Documents are comprised of: The Solicitation SF 1442 Solicitation, Offer and Award with Supplement to SF 1442 Wage Determinations � (For Each Location) The Agreement Certification and Representation GSA 527 Contractor�s Qualification and Financial Information Staffing and Subcontractor Relationship form Project Past Performance Questionnaire Form Contract Past Experience Past Performance Questionnaire Form The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. No contract shall be formed unless and until the Contracting Officer has countersigned the SF 1442 submitted by an Offeror, and delivered to the Contractor a copy of the SF 1442 with original signatures together with the Agreement reflecting the Offeror's proposed prices. Offerors will propose individual bid factors (one per year) to be applied to the base year and each option period, which would then be multiplied by the applicable priced line items for each order. The field office will procure construction services by utilizing priced line items from the RSMeans data book. The non-price factors requested for this RFP are as follows: (1) ���� Management and Technical Approach; (2) ���� Staffing; (3) ���� Qualification of Firm The proposal will consist the following: Pricing- (a)�Standard Form 1442 & Supplement to SF 1442 with a complete breakdown of bid factor (b) C301 Reps and Certs (c) GSA Form 527 Contractor�s Qualification and Financial Information Technical - (a) Management and Technical Approach (b) Staffing i. Qualification of Key Personnel ii. Subcontractor Relationship Staff Subcontractor Relationship Questionnaire Form iii. Self-Performed Work Requirement (c) Qualification of Firm i. Project experience and Past Experience Project Experience and Past Experience Questionnaire Form ii. Contract Experience and Past Experience Contract Experience and Past Experience Questionnaire Form The scope of work for project executed by Task Orders under this Contract include various minor construction, repair and alteration, exterior or interior improvements for the GSA and other government agencies in occupied federally owned buildings. The contractor will be furnishing all the necessary supervision, labor, parts, tools, materials, equipment, etc., (except as may otherwise be provided for in the specifications).� The awarded Contractor will be guaranteed a minimum of $1,000.00 for the entire contract duration (maximum potential of five (5) years) to be executed ONLY during the base year, which can be satisfied by the award of one Task Orders during the respective Contract period.� In the event a firm does not receive an award under this contract, the Government will reimburse the Contractor for the difference between the actual obligation and the guaranteed minimum.� The contract maximum value (CMV) (total of the base and all optional periods) of a contract awarded as a result of this solicitation is $5,000,000.00.� Refer to The Agreement Section IV.A FAR 52.216-19 (Order Limitations) which specifies Task Order limitations.
