Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This is a combined synopsis/solicitation.� THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.� This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM21T0004 and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 337214 with a small business size standard of 1,000.� This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-09 Description of Requirement: The Contractor shall provide all necessary supplies, materials, tools, equipment, labor, supervision, expertise, and management necessary to: coordinate delivery, load and unload new items, place/install items in designated rooms, assemble items as required, secure and store as designated and properly dispose of all associated packaging/crating materials and removal of existing furniture. The Contractor shall provide an adequate work force to ensure that the required installation schedule is met. The COR will be the liaison at all times between the Contractor and the District. The Contractor shall comply with the requirements set forth by the District. The Contractor shall work in coordination with the COR, USACE Program Manager as well as other Government personnel and other project team members. The contractor shall deliver, set up, and install new Modular Wall Systems and Furniture; the remove existing furniture and furnishings; and relocate utilities and data/cable lines needed for the reconfiguration of offices within� the US Army Corps of Engineers (USACE), Wilmington District Office of Counsel, at 69 Darlington Rd., Wilmington, NC. The project shall focus on the construction of 2 new offices, and outfitting 5 additional areas (1 reception area, and 4 private offices) with system furniture. This project shall consist primarily of supply, delivery, assembly and installation of all furniture and furnishings as well as the removal of old furniture and fixtures. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. �See solicitation provision 5.212-2. Each offeror must submit both a Price Quote and a Technical Proposal via email to Edward A. Boddie� at Edward.A.Boddie@usace.army.mil �and Andrea Green at Andrea.M. Green@usace.army.mil.� No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. To reduce paperwork and cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 � x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. (Eastern Time) Title of Project: Modular Wall System Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the timestamp the emailed quotes are received by the Government. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes�this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload doesn�t complete until after the deadline, the submission will be considered late. Offerors are encouraged to keep a copy of the upload confirmation for their record. SITE VISIT A site visit is scheduled for December 1, 2020 at 9:00am at the USACE Wilmington District Headquarters Building located 69 Darlington Ave, Wilmington, NC 28403. All contractors who plan to attend the site visit will be required to wear a face mask to enter the building and MUST notify your intent to attend Andrea Green via email at Andrea.M.Green@usace.army.mil no later than November 30, 2020 at 12:00pm.
