SOURCES SOUGHT NOTICE U.S. DEPARTMENT OF STATE OBO Audio/Video/Printer Support Services (AVPSS) A. PURPOSE: This is a Sources Sought Notice for market research purposes only. This is not a solicitation or request for proposals, proposal abstracts, or quotations and does not commit the Government to issue a solicitation, make an award, or reimburse respondents for any costs associated with responding to this notice. The Government will treat each response submitted in confidence. Any information submitted by respondents to this notice is strictly voluntary. B. INTRODUCTION/BACKGROUND: The mission of the U.S. Department of State (DoS) is to advance the interests of the American people, their safety and economic prosperity, by leading America�s foreign policy through diplomacy, advocacy, and assistance.� The Bureau of Overseas Building Operations� (OBO) mission is to provide safe, secure, and functional facilities for the conduct of U.S. diplomacy and the promotion of U.S. interests worldwide. In support of the mission OBO directs the worldwide overseas buildings program for DoS and the U.S. government community serving abroad under the authority of the Chiefs of Mission.� OBO manages and supports the full building life cycle including design, construction, acquisition, maintenance, use, and sale of over 30,000 real properties and the use of sales proceeds.� OBO�s primary role in the building life cycle is that of an �owner� reviewing and managing the quality and completeness of work performed by contracted architects, engineers, construction specialists and maintenance specialists supporting design, design-build, build, rehabilitation and operation/maintenance projects. OBO�s Information Resource Management (OBO/RM/EX/IRM or �IRM�) Division is responsible for ensuring that the Bureau�s programs make full and appropriate use of information technology. It supports the increased use of leading-edge technology to enable the Bureau to carry out its mission better, with improved products and services at the lowest cost. The Division oversees and manages the computer hardware, software, services, networking and telecommunications, and other information technology (IT) for the Bureau and works with the Department�s Office of Information Resource Management (DoS/M/IRM) for enterprise IT. C. GENERAL INFORMATION This Sources Sought Notice initiates market research for the OBO Audio/Video/Printer Support Services (AVPSS). The information herein only initiate�s communication with industry in order to assess market potential. This notice constitutes no Government obligation to procure these items or issue an OTA invitation letter. In addition, the Government has no obligation to pay for information responding to this notice and will not accept any responses as offers. Vendors should mark any proprietary information clearly and appropriately.�� D. CONTRACT/PROGRAM BACKGROUND: Contract Number: TBD Contract Type: TBD Incumbent and their size: N/A Method of previous acquisition: N/A E. REQUREMENT: The Government is seeking market research information for potential sources for the Bureau of Overseas Buildings Operations, Audio/Video/Printer and Plotter Support Services (OBO AVPSS) requirement. �This contract will be in support of audio and video equipment located in approx. 100 OBO conference rooms both large and small, and a series of office laser printers and plotters. Equipment consists of video displays of various sizes, network switches, playback speakers, ceiling microphone and speakers, a codec unit, amplifier units, master control units, HD cameras, a video wall, etc. Equipment also consists of approx. 200 laser printers of various manufactures/models and approx. 10 plotters that are located throughout OBO facilities. Currently, there are a total of 4 OBO facilities of which are located within the National Capital Region. F. SUBMISSION REQUEST: Responses are limited to ten (10) pages (Word or PDF) and may include any advertising or marketing information. Please submit all responses electronically. Respondents should submit their responses via email to Patrick Dermidoff, Contracting Officer, Dermidoff@state.gov, no later than Tuesday, December 1st, 2020 at 11:00a.m. Eastern Standard Time.� Please provide answers to the following questions within your response: Functional Capabilities -Describe your experience with conference room support of the indicated scope -Describe your experience with ensuring conference room readiness before meetings begin -Describe your experience of providing on-site support response to customers during meetings Technical Capabilities Digital Content: -Describe your ability to create motion graphics and animation -Describe your experience producing and displaying content for a video wall that would be visually appealing to the viewer Services -Operations and Maintenance (O&M): Describe your experience providing O&M support for AV and Printer/Plotter equipment.� -Describe your methodology of extending the life of the associated technical equipment through preventive maintenance. -Describe the type(s) of engineering support you can provide. -Are you the holder of an active/current Government-wide Acquisition Contract (GWAC)? Are you a holder of a Multiple Award Schedule Contract? If so, please describe the contracts(s).� Training & Communications -Describe your ability to train on-site technical staff and ability to provide training documentation -Describe any experience with the production of end-to-end online tutorials and reference materials available on-demand and updated regularly.� -Describe any experience of conducting/producing Webinars, newsletters, and ad hoc communications to targeted audiences around the bureau based on business need. Administration/Security -Do you have a Facility Clearance? If so, please provide the clearance level and CAGE Code -Do you have a valid/active DUNS number? If so, please provide. G. PROPRIETARY DATA The Government may use information received from this Sources Sought Notice to establish future U.S. Department of State requirements. Vendors should not submit any sensitive or proprietary information. Vendors deciding to submit competition sensitive or proprietary information bear sole responsibility for marking the information for appropriate safeguarding. Proprietary information will be protected from unauthorized disclosure as required by Subsection 27 of the Office of Procurement Policy Act as amended (41 U.S.C. 423) (hereinafter referred to as ""the Act""), as implemented in the FAR.�
