N0016421RWM30 � SOLE SOURCE - Heavy-Weight High Impact Shipboard Shock and Vibration Testing � PSC: 5865 � NAICS 541380 Issue Date: 21 December 2020 � Closing Date: 22 January 2021 � 1600 E.S.T. Naval Surface Warfare Center (NSWC) Crane has a requirement to conduct Environmental Qualification Testing (EQT) on the AN/SLQ-32C (V) 6 configuration for the SEWIP System consisting of climatic testing, motion/vibration testing, and shipboard shock testing. This requirement covers shipboard vibration testing of the C(V)6 Block 2 configuration in accordance with the requirements of MIL-STD-167-1A, Mechanical Vibrations of Shipboard Equipment Type 1; and shock qualification testing of the Block 2 in accordance with the Heavyweight HI Shipboard Shock Test Procedure of MIL-S-901D, Requirements for H. I. (High-Impact) Shipboard Machinery, Equipment, and Systems Shock Test on the Floating Shock Platform (FSP) or the Deck Simulator Shock Machine (DSSM). NSWC Crane intends to solicit and negotiate with two approved sources under the authority of FAR 6.203-1(a)(2): National Technical Systems (NTS), 3915 Sunnymeade Road, Rustburg, VA 24588 or High Test Laboratories, 1104 Arvon Road, Arvonia, VA 23004. �The basis for restricted competition is provided in NAVSEA Instruction 9491.1C dated 21 March 1996.� The instruction specifies the high impact shock test requirements for shipboard machinery, equipment and systems. NAVSEA Instruction 9491.1C lists only two contactor locations that are approved for Class HI shock testing in accordance with Military Specification MIL-S-901D. All responsible sources may submit a capability statement, which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information receives will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Due to the sole source nature of this procurement, the solicitation will not be posted to the Beta.Sam website, the official Government point of entry.
