This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition.� It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract.� Responses will not be considered as proposals or quotes.� No award will be made as a result of this notice.� The Government will NOT be responsible for any costs incurred by the respondents to this notice.� This notice is strictly for research and information purposes only. Background: In recent years, the importance of data sharing has increasingly been recognized by the neuroimaging community because of the poor replicability of findings, the need for appropriate quality control, the greater statistical power provided by larger samples, and the higher scientific impact of multilateral collaborations. In addition, our funding bodies and scientific journals increasingly require that the data be shared. The NIMH IRP plans to establish an archive for human brain data acquired with positron emission tomography (PET), as no such archive currently exists. This new archive will be called OpenNeuroPET and will be an extension of OpenNeuro, which is funded by NIMH but is currently limited to magnetic resonance imaging (MRI) data. The proposed archive will follow the recommendations of international leaders in the PET field and be capable of communicating and synergizing with other datasets and imaging modalities. At its recent biennial meeting in July 2018, the NeuroReceptor Mapping community of over 300 attendees supported the recommendations of the committee and voted unanimously that we finalize recommendations for standardizing PET and establish an archive based on those recommendations. The paper was titled, �Guidelines for Content and Format of PET Brain Data in Publications and in Archives� and has been published in J. Cereb. Blood Flow and Metab. 2020. This proposed contract will provide expert services to the NIMH IRP to establish and maintain an archive based on those guidelines. The OpenNeuroPET Archive will synergize with NIH�s BRAIN Initiative (Brain Initiative through Advancing Innovative Neurotechnologies) in two important ways. First, it will follow the Brain Imaging Data Structure (BIDS) format proposed under the BRAIN Initiative. Second, it will establish software that allows the larger MRI/fMRI community to collaborate with the smaller PET community. Purpose: The general purpose is to establish an international archive for PET data so they may be meaningfully and freely shared. The awarded contractor will help with the following two objectives: Objective 1: To establish a PET archive federated with OpenNeuro. We will establish a cloud-hosted PET data repository that implements the Guidelines approved by the international community of PET experts. Our Archive will extend the existing BRAIN Initiative human MRI repository (OpenNeuro.org) to support PET neuroimaging using the BIDS-PET standard. Maintaining the same code base and repository in collaboration with OpenNeuro will ensure that the new Archive will be fully integrated and inter-operable, which will help encourage collaboration between functional MRI and PET neuroimaging communities. Objective 2: To support adoption and use by the neuroimaging community. The proposed OpenNeuroPET Archive already has the support of the NeuroReceptor Mapping community. In addition, fourteen individual investigators and 21 directors of PET centers or CNS subsections have signed a statement of support for the proposed PET archive and will encourage contributions to it (see Letter #19). We will continue to work with this community to guide the development of the Archive and to encourage its adoption. We will provide ongoing technical assistance and data curation support from PET imaging experts. To support the international adoption of the OpenNeuroPET Archive throughout the brain PET community, we will lead workshops on preparing and uploading data as well as make curators available at conferences across the neuroimaging community. As a rough overview, during the first year, the contractor will define and apply the BIDS format to brain PET data. During the second year, the contractor will establish, implement, and test it. In the final three years of the award, the contractor will promote its use via presentations and hackathons at international meetings and provide a Helpdesk to answer questions from sites that seek to deposit their data into the archive. Project requirements: � To perform the work, the contractor must meet the following criteria: Be intimately familiar with the Guidelines paper on the content and format of brain PET data; Be thoroughly knowledgeable of the OpenNeuro platform; Be widely recognized by and familiar with the Brain PET community so as to advocate and educate the community to use the proposed archive; Have significant experience with brain data archives; and Have recognized expertise in the analysis of brain PET data. We expect the proposed work will require at least one full-time software engineer and 40% effort of a PET expert. Each of the first two years will need additional funds to purchase computers and electronic storage. � Anticipated Period of Performance: � Base Year- January 4, 2021 � January 3, 2022������������������������������� Option Year One- January 4, 2022 � January 3, 2023��������������������� Option Year Two- January 4, 2023 � January 3, 2024��������������������� Option Year Three- January 4, 2024 � January 3, 2025 Option Year Four- January 4, 2025 � January 3, 2026 � Capability statement /information sought: Contractors that believe that they possess the ability to provide the required equipment, should submit documentation on their ability to meet each of the project requirements to the Contract Specialist. � The Contractor should directly and specifically state in the, capabilities statement, which project requirements can be meet and/or supplied. The Contractor must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, GSA number (If available) etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. � The information submitted must be must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. � The response is limited to two (2) page limit.� The 2-page limit does not include the cover page or executive summary. � The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. � All responses to this notice must be submitted electronically to the Contract Specialist.� Facsimile responses are NOT accepted. � The response must be submitted to Thien Nguyen, Contract Specialist, at Thien.Nguyen2@nih.gov. � The response must be received on or before December 8, 2020 at 3pm, Eastern Time. � �Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
