Description
INTRODUCTION: The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting proposals and subsequently awarding a single Firm-Fixed-Price contract for the for the Design-Build Demolish CLC Building D Demolition project at the Atlanta VA Medical Center (VAMC) located at 1670 Clairmont Road, Decatur, GA 30033. PROJECT DESCRIPTION: Contractor shall provide documents (working drawings, specifications) for �508-21-111 Demolish CLC Building D� (103,000 square-foot, three (3) story concrete and steel structure, designated as a 120-bed nursing home) and demolition services, featuring the following potential disciplines to be determined by the Design-Build Demolition Contractor:� architectural, structural, civil mechanical, plumbing, fire suppression, electrical, and environmental remediation, decontamination, and security systems.� The documents shall provide the necessary information to facilitate the successful demolition of the building and enclosing an adjacent opening to Building C.� The services shall also include creating and maintaining a construction progress schedule, safety plans, construction cost estimates/budgets, shop drawings, samples, equipment, and construction inspections and testing; and the preparation and development of reports (regulatory) cost estimates, and other related documents as necessary for the accomplishment of the proposed project. All out structures and related pavement and utilities shall be demolished. ADMINISTRATIVE: The solicitation will be issued as a �Request For Proposal� (RFP) conducted in accordance with FAR Part 36.3 �Two-Phase Design-Build Selection Procedures� and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The North American Industry Classification System (NAICS) code 236220 (size standard $39.5 million) applies to this procurement. The solicitation will be issued in mid to late November of 2020. The period of performance is approximately 540 calendar days from the issuance of the Notice to Proceed. In accordance with VAAR 836.204, the magnitude of construction is between $2,000,000 and $5,000,000. This notice is not a request for competitive offers.
