- This Special Notice is not a request for proposals and the Government is not committed to award a contract pursuant to this announcement. Included in this notice are: A Draft of Statement of Work (SOW) for a potential requirement in support of forest maintenance treatments services, with attachments. A Draft of Schedule of Items Notification of an industry Day Event Request for Information (RFI)/Sources Sought The Chattahoochee-Oconee National Forest is soliciting for Forest maintenance treatments services on lands within its administrative boundaries. For this requirement, the contractor shall provide all materials, labor, equipment, tools, transportation, permits, licenses, supervision, expertise, and other incidentals necessary to successfully complete the following services including but not limited to: tree planting, herbicide application, site preparation, precommercial thinning, release, midstory removal, hazard tree felling, trail maintenance cutting and clearing, shearing, chopping, mulching, scarification, wildlife openings, and Fireline construction and rehabilitation. The Request for Proposal (RFP) and any documents relating to this procurement will be posted on the beta.sam.gov website at www.beta.sam.gov on or about January 22, 2021 and will have an approximate 30-day response period. There will be an opportunity for offerors to submit questions after the solicitation is issued. Amendments, if any, will also be posted to beta.sam.gov website. It is the potential offerors responsibility to monitor the beta.sam.gov website for the release of final RFP and amendments (if any). Potential offerors are responsible for downloading the solicitation and any amendments. The due date for submission of proposals will be contained in the solicitation. DRAFT STATEMENT OF WORK (SOW): The Forest Service is releasing a draft SOW. This draft is not a solicitation and the Government is not requesting proposals. This draft SOW is for planning and information purposes only. It is not to be constructed as a commitment by the Government nor will the Government pay for any information solicited. The draft SOW is being provided to industry for receipt of comments only. All requirements documents are preliminary, and the Government reserves the right to make any changes deemed appropriate. DRAFT Schedule of Items: Items that can be priced up-front and awarded at the Task Order level. Industry Day Event: This is an opportunity for interested potential offerors to attend and Industry Day hosted by the Chattahoochee-Oconee National Forest and Procurement and Property Services. The purpose of this event is to obtain input from industry experts and facilitate a networking environment for potential offerors. This session will include an overview of the Silviculture mission, vegetation management services, and will provide an opportunity for contractors to understand requirements and business processes, and build partnering opportunities. Date and Time: December 15, 2020 ,0900AM, Eastern Time. This includes briefing and meeting time with the program office. Location: Industry Day Event will be held at the Chattahoochee-Oconee National Forest Supervisor�s Office, 1755 Cleveland Hwy, Gainesville, GA 30501. Registration & COVID-19: Interested contractors MUST register by contacting Josh Choi at josh.choi@usda.gov; no later than 3:00PM Eastern Time on Wednesday,�December 9, 2020. Registration will be by email only and a confirmation will be provided.� Please provide the following information when registering: Name and address of company, name of individual attending (limit to one per company), and email address for each attendee. The attendees shall require the use of masks and remain spaced at least 6 feet apart. This notice will close when we have received 10 applications which may be sooner than the closing date. REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT: Interested contractors are requested to provide a response to this RFI that includes: (1) General contractor information; (2) RFI/Sources Sought Response. The information gained from this RFI will be for Government use and consideration. The Government does not intend to provide written responses to comments submitted. Requested Information: Section 1: General Contractor Information- Limited one page and will include the following: Organization Name, mailing address, name and email address of designated point of contact. Contractor and Government Entity (CAGE) Code and Data Universal Numbering System (DUNS) Number, business type (large business, small business, small disadvantaged business, 8(a)-certified small disadvantaged business, HUB-Zone certified small business, women-owned small business, veteran-owned small business, service-disabled veteran-owned small business) based upon North American Industry Classification System (NAICS) code 115310-Support Activities for Forestry, with a size standard of $8 million. Section 2: Response to RFI. Responses must include Government requested information, followed by the contractor�s response. Provide your company�s capability to execute the current draft SOW (attached) in a fixed priced price contract vehicle. Contractor are invited to submit written comments regarding the draft SOW. Comments must indicate the page number and section related to the comment. Response Due Date: Comments shall be submitted no later than December 9, 2020, at 3:00PM Eastern Time.
