Description
This is a Notice of Intent to Sole Source award on the basis of other than full and open competition in accordance with the Federal Acquisition Regulation (FAR) 6.302-1, as the unique services are only available from one source and awarding to any other source would not fulfill the agency�s requirements.� This is not a request for Quotes or Proposals.� No contract award will be made on the basis of response to this notice.� The purpose of this notice is to allow interested parties to assert and explain their capability to perform the work described. The United States Army Medical Research Acquisition Activity (USAMRAA), Fort Detrick, Maryland, in support of the United States Army Medical Research Institute of Chemical Defense (USAMRICD), intends to award a sole source firm fixed price contract to Voss Scientific, LLC is a small consulting company, located at 418 Washington St SE, Albuquerque, NM, 87108 to provide Directed Energy (DE) Consultation services. The required services shall include Subject matter expertise and consultation services in support of the DE program, methods development, experimental design, safety, research execution, and evaluation of findings for the base year and each option year; this is a severable non-personal service requirement that will be performed within USAMRICD.� The contractor shall provide research activity support services to include technical consultation on the physics of RF/MW energy delivery, containment, and dosimetry In order to foster a successful program, USAMRICD requires the consultant services of an SME with specific and extensive experience with in-depth experience in radiofrequency/microwave (RF/MW) source development and dosimetry. Specifically the , the position will support the USAMRICD Medical Toxicology Research Division within the DE program to include DE source engineering, RF/MW dosimetry validation and verification, and theoretical consultation on DE-test subject coupling mechanisms: The expected period of performance will be for twelve (12) months with an option to extend the contract for two (2) additional twelve (12) month optional periods IAW FAR 52.217-9, Option to Extend the Term of the Contract.� The North American Industry Classification System (NAICS) for this requirement is 541618. Responses should appear on company letterhead and include, at a minimum, affirmation of active registration in the System for Award Management (SAM), your qualifications and any applicable pricing data or information.� All responses should include a point of contact, telephone number, and e-mail address.� Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, woman-owned small business, HUBZone, service disabled veteran-owned small business, or qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned.� Responses to this notice will be used to determine the availability of this type of service.� All responsible sources may respond to this notice and all responses will be considered by the agency.
