Description
This is a PRE-SOLICITATION NOTICE only. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS OR PRICING AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. The solicitation will be posted on the Contracting Opportunities website (formally Federal Business Opportunities FBO) on approximately November 17, 2020. Applicable NAICS code is 813110. This requirement is 100% SET-ASIDE for Small Business only. All qualified offerors are invited to provide their proposal. The Contractor shall provide all labor, supplies, equipment, and required production in accordance with the RFQ Statement of Work. All respondents must be registered in the System for Award Management (SAM) database at http://www.sam.gov and complete online Representations and Certifications at http://www.sam.gov. No other information is available until issuance of the solicitation. This notice is for informational purposes only and is not a request for offers. The Government is not obligated to issue a solicitation as a result of this notice. Statement of Work Roman Catholic Extra Ordinary Minister of Holy Communion SERVICES Under this task order, the Contractor shall provide Roman Catholic Extra Ordinary Minister of Holy Communion services on-site at the Minneapolis VA Health Care System (MVAHCS), Minneapolis, MN. The Contractor shall provide this service to the MVAHCS as required by this Statement of Work (SOW) and in accordance with the terms and conditions of this task order. The Contractor shall perform all tasks needed within Chaplain Dept. Performance shall be at or exceed the standards contained in this task order. Specific tasks are delineated in Section XVIII herein. The Roman Catholic Extra Ordinary Minister of Holy Communion has responsibility for providing the Roman Catholic Holy Communion to Catholic veteran patients. Such ministry will encompass individual pastoral ministry. The Roman Catholic Extra Ordinary Minister of Holy Communion will address religious, spiritual, moral and ethical problems of Roman Catholic patients, and will provide appropriate ministration to the newly admitted, pre and post-operative patients, the critically ill and the families concerned. As appropriate within a therapeutic milieu, each VA chaplaincy employee is responsible for assuring that the right of each and every patient s free exercise of religion is upheld; and that patients are protected from proselytizing by staff, other patients, or visitors, regardless of faith group. The incumbent cooperates closely with colleagues and the Chief of Chaplain in an ecumenical/interfaith, team approach. All chaplains and chaplaincy staff will demonstrate sensitivity to the religious needs and requirements of each other and each individual patient. The Roman Catholic Extra Ordinary Minister of Holy Communion initiates action to obtain ecclesiastical equipment and supplies, procures and distributes appropriate religious literature, and maintains written and/or electronic records of the ministry provided through the Chief of Chaplains. The Roman Catholic Extra Ordinary Minister of Holy Communion must communicate effectively with persons of diverse races, cultures, religions, nationalities, ages, and persons having varying types and degrees of disability, in order to understand and address their specific needs. Job Responsibilities: Bring Christ in the most Holy Eucharist to Roman Catholic patients. Set up and put things away from Mass - Sacristan. Serve Mass when no official volunteer is present, two Masses a day. Run the sound system so that religious movies and programs are played on the Chapel Channel when services are not going on. Assist in the office as assigned by the Chief, Chaplain Service. Other duties as assigned. Qualifications Roman Catholic in good standing with the Roman Catholic Church. Letter of recommendation from pastor, religious superior, or bishop. Degree in Catholic theology from a Roman Catholic college, university, or seminary or equivalency. Endorsed by the Archdiocese for the Military Services, USA. The Social Work Executive performs administrative supervision of the chaplain department. The Catholic Chaplain assigns work, approves leave, and reviews the professional performance of the employee for effectiveness in meeting the needs of diverse patients and for appropriately providing for all patients free exercise of religion. Each chaplaincy staff person also is assisted when appropriate by the ecclesiastical endorser or other officials within his/her faith group or denomination with regard to specific faith group policy and rites. The Nurse Executive is held directly responsible for patient care provided within his/her auspice at the MVAHCS. All medical technicians are subject to directives, guidance and supervision from the Nurse Executive or designated representative. Contractor personnel performing services under this task order are subject to the same directives as those provided to the sterile processing staff at MVAHCS. MONITORING PROCEDURE This contract will be monitored by the following procedures: Time and attendance logs Supervisor assigning work location Contract performance will be monitored by the Chief of Chaplain Dept. PERSONNEL Point of Contact/Substitute Coverage. The Contractor shall provide the contracting officer s representative (COR) with the names and telephone numbers of individual(s) who shall be the point of contact responsible for the day-to-day functioning of the details of this task order. The point of contact concerning personnel staffing problems or other issues requiring immediate attention. The Contractor s point of contact shall respond to telephone calls from the COR or other designated government representatives within a twenty-four (24) to forty-eight (48) hour a day, seven (7) day working week basis. The Contractor shall ensure that fully qualified back up personnel are available to provide coverage during scheduled and unscheduled absences of their primary personnel. Government reserves the right to accept or not accept the Contractor provided personnel. Supervision. Work assignments will be made by the Supervisor or his/her representative in each respective work area. Evaluation. The MVAHCS reserves the right to deny this to be scheduled who has demonstrated problems with conduct, performance, punctuality or similar issues. Hours of Performance. 1.0 FTE to support five days 8-hour days 40-hour week (Monday thru Friday) to include holidays. 0.2 FTE support a two-day 16-hour weekend (Saturday-Sunday) to include holidays. Eight-hour work shifts include a 30-minute non-paid lunch/dinner break period. All shifts will provide 15-minute breaks every 4 hours. (1) The Government reserves the right to specify the beginning and the ending time of work shifts. Duty hours can be changed at the discretion of the Chief Chaplain Dept. or his/her representative. Hours scheduled do not include travel time involved in reaching the place of duty. (2) Any employee provided by the Contractor shall not be scheduled by the Contractor to work more than 8 hours in a given 24-hour period in performance of this task order. (3) The Government reserves the right to verify the hours worked by the Contractor to include implementing sign-in/sign-out procedures. National Holidays: The ten (10) holidays observed by the Federal Government, i.e. New Year s Day, Martin Luther King s Birthday, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving, and Christmas and any other day specifically declared by the President of the United States to be a National holiday. (G) Infection Control: Health care providers provided by the Contractor shall exercise the universal precautions set forth by the Centers for Disease Control (CDC) when working within the Minneapolis VA HCS. Proper PPE must be worn within the department at all times. CONFLICT OF INTEREST In exercising this task order, the Contractor shall not use as a consultant or employee (either on a full or part-time basis) any full-time federal government employee. Confidentiality of Information. Unless otherwise specified, all financial, statistical, personnel and/or technical data which is furnished, produced or otherwise available to the Contractor during the exercise of this task order are considered confidential and proprietary information and shall be used for the purposes other than performance of work under this task order. None of the above information shall be released by the Contractor without prior written consent of COR. Contracted employee will follow all HIPPA regulations, when it comes to the patient s personal identity. ORIENTATION The Contractor shall ensure that all contract personnel participate in MVAHCS-defined orientation procedures for newly assigned contract personnel to include regulation specific to the profession or class to which he/she belongs, MVAHCS and VHA policy and procedures. Contract personnel will be required to take several small training courses, provided by the Department of Veteran Affairs, prior to starting their contract. These trainings will be provided via the internet, on TMS, and will include facility-specific training, such as Fire Safety and HIPPA. QUALIFICATIONS The Contractor shall meet the following minimum qualifications: Roman Catholic in good standing with the Roman Catholic Church. Letter of recommendation from pastor, religious superior, or bishop. Degree in Catholic theology from a Roman Catholic college, university, or seminary or equivalency. Endorsed by the Archdiocese for the Military Services, USA. Must have no physical limitations that would prevent contractor from completing the full range of services. SECURITY REQUIREMENTS Contractor Personnel Security Requirements. All contractor employees who require access to the Department of Veterans Affairs computer systems shall be the subject of a background investigation and must receive a favorable adjudication of the VA Office of Security and Law Enforcement prior to contract performance. Position Sensitivity The position sensitivity has been designated as Low Risk. Background Investigation The level of background investigation commensurate with the required level of access is NACI. Contractor Responsibilities: Background investigations must be completed using OPM/VSC background checks. The contractor shall prescreen all personnel requiring access to the computer systems to ensure they are eligible for employment and are able to read, write, speak and understand the English Language. Sterile Processing Chief must be notified if changing/adding new contracted personnel. Replacement personnel must be approved.
