Description
Amendment 0001 provides answers to solicitation questions.� In addition, the solicitation is updated to correct the NAICS in section K and reflect all attachments in Section J.� All attachments are provided in this amendment.� Please note the PWS was updated in response to questions.� The changes are noted in the questions and answers.� Please disregard the original solicitation and four attachments.� They are superceded with a new copy of the solicitation, Attachment A, and Attachments 1-28.� ------------------------------------------------------------------------------------------------------------------------------------------------ The pre-solicitation notice associated with this solicitation was posted on�August 5, 2020.� The Request for Proposal (RFP) number is 70FA2020R00000022.� This solicitation is only available on the Contract Opportunities section of Beta Sam.gov website page at http://www.beta.sam.gov. This solicitation is for medical support services for the Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA) / Center for Domestic Preparedness (CDP) and its facilities located in Anniston, AL.� The Acquisition Operations Division/Preparedness Section located in Emmitsburg, MD, intends to award a firm fixed price contract award under the authority of FAR Part 15. The Center for Domestic Preparedness is a national training facility located in Anniston, Alabama, that prepares state and local emergency response personnel to respond to all hazards, including terrorist attacks using weapons of mass destruction by providing advanced, hands on training. This national training program was developed for state, local, tribal, Federal, private sector and international responders from Fire Service, Law Enforcement, Emergency Medical Services, Emergency Management, HazMat, Public Health, Healthcare, Public Communications, Public Works and Government Administrative and other emergency response personnel, their trainers and supervisors.� Training courses provided by the CDP provide specific knowledge and expertise for deterrence, prevention and response to Weapons of Mass Destruction (WMD) incidents. The intention of this requirement is to obtain contracted medical support services in support of the Department of Homeland Security/Federal Emergency Management Agency/National Preparedness Directorate/Center for Domestic Preparedness. The contractor shall provide all support services as identified in the performance work statement. Medical services include but are not limited to occupational health and medical surveillance; emergency response to medical and trauma emergencies; laboratory operations to conduct Red Blood Cell (RBC) Cholinesterase (ChE) testing; evaluation and stabilization of injured CDP employees and students; provide emergency stabilization and transport of students, contractors and federal staff resulting from an exposure to Chemical or Biological Agent(s) at the Chemical Ordinance Biological Radiological Training Facility (COBRATF); and other medical emergencies to a designated local area medical facility. There is a solicitation and 4 attachments, as outlined in Section J of the solicitation. This is an 8(a) competitive acquisition�using FAR Part 15 procedures.� A firm fixed price contract award is anticipated.� Award shall be based on best value to the Government using trade-offs.� Award will be based on best value using trade-offs.�� No paper copies of the solicitation will be available.� No phone calls or facsimile transmissions will be accepted.� The Period of Performance is estimated as follows:� an approximate 30 day transition period, followed by 11 months of services for the base period.� The contract will also include four (4) 12-month option periods.� The anticipated contract start date is March 1, 2021.�� The NAICS code is 621999- All other miscellaneous ambulatory health care services.�� The Small Business Size Standard for this NAICS is $15.0 million. The Government will give consideration to a proposal submitted by any responsible 8(a) concern.� All offerors must be certified by the Small Business Administration as a small business. The incumbent contractor for this requirement is Digital MindTrust LLC, 7747 Inversham Dr. #205, Falls Church, VA 22042, under contract number HSFE20-16-C-0012, with a total value of $8,771,166.10 for a base year and four (4) one year options (total of 5 years). A Request for Information (RFI) was previously posted on FBO on January 21, 2020 for this requirement. The Advanced Acquisition Plan (AAP) number is 2020049155, which was posted to the Acquisition Planning Forecast System (http://apfs.dhs.gov/). Please ensure to review the entire solicitation and provide all appropriate responses and documentation as outlined in Section L.� Offerors shall submit all technical questions concerning this solicitation in writing to the contracting officer. All questions shall be submitted no later than November 16, 2020. Answers to all relevant and appropriate questions will be posted as an amendment to the solicitation. In the event multiple questions address the same issue, the Government reserves the right to answer a representative question that best exemplifies the issue. It is encouraged to submit questions as soon as possible and questions will be answered as soon as possible after submittal.� No phone calls accepted. Proposals are due no later than 4:00 p.m. (Standard Time) on December 10, 2020.
