PRESOLICITATION NOTICE OF INTENT NON-COMPETITIVE INTRODUCTION PURSUANT TO FAR Subpart 5.2�Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. �� THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME).� The National Institute on Drug Abuse (NIDA) Office of Acquisition, on behalf of the National Center for Advancing Translational Sciences (NCATS), intends to negotiate and award a contract modification with Axle Informatics, LLC, 6116 Executive Blvd, Suite 400, Rockville, MD 20852, to extend services for up to six months under Contract no. 75N95020C00010, NCATS Research Services Section Support 2.0 (RSSS 2.0), for day-to-day support services for NCATS� scientific and technical systems.� NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 with a size standard of $16.5 million.� REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal Acquisition Regulation (FAR) in effect through the Federal Acquisition Circular (FAC) 2021-02. STATUTORY AUTHORITY� This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 3304(a)(1) as set forth in FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� DESCRIPTION OF REQUIREMENT� Project Description Modification to Contract no. 75N95020C00010, Research Services Section Support 2.0 (RSSS 2.0), to extend services for up to six months pending recompetition of the requirement. Purpose and Objectives NCATS relies on contractors for day to day support of scientific and business systems, including but not limited to scientific instrumentation, laboratory automation, robotics, data acquisition, analytics, and visualization, information technology infrastructure, end user customer support, and others. �NCATS depends on collaboration, and these systems are all components of a variety of scientific collaborative platforms, be it high throughput screening systems as part of the drug discovery process to support the intramural research program, or cloud based data analytics platforms to support extramural clinical informatics initiatives. �These systems act as the foundation for key collaborative initiatives and are absolutely critical to NCATS� mission, providing access to tools to drive scientific innovation for thousands of users around the country. The provision of scientific and technical support services to that infrastructure is recurring and long-term in duration. RSSS 2.0 is a time-and-materials contract that was awarded on 6/16/2020 to ensure mission-critical support for NCATS scientific and technical systems until a long-term support contract could be awarded. The period of performance for RSSS 2.0 is 6/16/2020 through 12/31/2020. Planning, solicitation, and award of the follow-on contract was to occur through FY2020, with award before 12/31/2020. Since March 2020, NCATS has focused its full resources on the COVID-19 emergency response. NCATS� response has included intense intramural and extramural research as well as major collaborative efforts such as the National COVID Cohort Collaborative (N3C). The exigencies of this response delayed NCATS ability to engage with the recompetition of this requirement, as focus was on the successful performance and delivery of results and progress on its existing awards and programs including critical tasks supported under the existing RSS award. �Additionally, separate urgent requirements utilizing emergency procedures needed to be immediately prioritized by NCATS and the NIDA Office of Acquisition. This contract extension will provide continuation of the critical support for NCATS scientific and technical systems while the follow-on contract is solicited and awarded. The solicitation for the follow-on contract, NCATS Scientific and Technical Support Services (STSS), is anticipated to be released in early December 2020. Period of Performance This modification will extend the period of performance for RSSS 2.0 for two months, with two, 2-month option periods, as follows: -�� �Base Period:�� ��� �1/1/2021 � 2/28/2021 -�� �Option Period 1: �� �3/1/2021 � 4/30/2021 -�� �Option Period 2:�� �5/1/2021 � 6/30/2021 The place of performance is Rockville, MD. CLOSING STATEMENT The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the date and time listed below will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. In addition, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must be received by 4:00 p.m. Eastern time on Monday, November 30, 2020, and must reference number 75N95021R00007.
