Amendment A002 - The purpose of this amendment is to extend the proposal due date from 1 December 2020 to 8 December 2020 due to the adjudication of additional questions received. Another amendment will follow that will address the questions received. ***************************************************************************************************************************************************** Amendment A001 - The purpose of this amendment is to 1) address the questions received from industry; 2) change the method of delivery of proposals from hand delivery to completely electronic using DoD SAFE; 3) incorporate a change to paragraph L.4.4.1., and 4) revise Attachment 6: Performance Risk Assessment Survey with the capacity to be fillable. Note: The questions and answers are included as an attachment. *****************************************************************************************************************************************************The U.S. Army Contracting Command - Orlando has a requirement to solicit offers to procure Foreign Affairs Counter Threat (FACT) Training Services. NOTE: The program name of this requirement has changed from �Security Assistance Team Training Orientation Course (SATTOC)� to �Foreign Affairs Counter Threat (FACT).� The objective of this acquisition is to provide the United States Army Security Assistance Training Management Organization (USASATMO) with a contract mechanism that procures reoccurring FACT training, which prepares military, Department of Defense and contracted personnel for Security Assistance Team missions world-wide. FACT incorporates primary elements of the U.S. State Department�s Foreign Affairs Counter Threat course. The focus of the training is on Anti-Terrorism/Force Protection and Survival, Evasion, Resistance, and Escape tactics, techniques, and procedures. The FACT Training procurement will be competed amongst service-disabled veteran-owned small business in accordance with Federal Acquisition Regulation 19.405(b).� This solicitation will result in the award of a single award Indefinite-Delivery/Indefinite-Quantity contract (FAR 16.5). Attached is the solicitation and all attachments. Offeror's proposals MUST include ALL required items in order to be considered. All interested parties are responsible for obtaining the solicitation documents through Beta SAM (https://www.beta.sam.gov/). Contractors must be registered in the System for Award Management (SAM) database to be considered for award of a Federal contract. Information regarding registration can be obtained from the SAM link at: https://www.sam.gov/portal/SAM. Offerors shall not make any changes to the solicitation. Any objections to the terms and conditions of the solicitation should be addressed to the PCO. If the proposal takes exceptions to the terms and conditions of the solicitation, all exceptions shall be denoted in a cover letter to the proposal; however, exceptions to the solicitation taken in the proposal may result in the offer being non-compliant. Offerors are hereby on notice that a failure to submit all of the required documentation in exactly the manner (timeliness and format) specified in the solicitation may constitute a basis for the government to reject a proposal as non-compliant and therefore unacceptable, at the sole discretion of the source selection authority. All questions are to be submitted in writing to Mr. John M. Ebanks, Contract Specialist, via email to: john.m.ebanks.civ@mail.mil no later than 10 calendar days after date of issuance of this solicitation. Questions submitted after this time may not be addressed. All complete offers are due no later than 12:00PM EST on 1 December 2020.
