ALL INFORMATION NEEDED FOR INTERESTED PARTIES TO SUBMIT. THERE IS NO SEPARATE RFP PACKAGE TO DOWNLOAD. NAICS Code: 541310- Architectural Services The Department of Veterans Affairs Medical Center (VAMC); VISN 5 Contracting, 200 Veterans Drive, Beckley, WV 25801 is advertising for Architectural/Engineering Services to provide Schematic Design, LCCA, Design Development, Construction/Bid Documents, Specifications, Construction Cost Estimates, and Construction period services for the EHRM Infrastructure Upgrades 36C245-21-R-0009 at the Beckley VAMC, 200 Veterans Drive, Beckley, WV 25801. This acquisition is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) Set-Aside. Any subsequent award will require firms to be registered in System for Award Management (SAM) (www.sam.gov) as well as VETBIZ VIP (www.vetbiz.gov) registered/verified Service Disabled Veteran Owned Business. Mileage Restriction: In accordance with VAAR 805.207, this procurement is restricted to Service-Disabled Veteran-Owned Small Businesses (SDVOSB), eligible AE firms must have a working office location within 0-500 miles of the VA Medical Center, 200 Veterans Drive, Beckley, WV 25801. This distance is determined according to www.mapquest.com and will be included as an evaluation factor for technical evaluation. THIS IS NOT A REQUEST FOR PROPOSAL. This is a request for SF 330's Architect/Engineer Qualifications packages only. Submission Requirements: This acquisition is for A/E Services and is procured in accordance with the Brooks Act as implemented in Subpart 36.6 of the Federal Acquisition Regulation. Firms registering for consideration for future Federal AE projects are encouraged to electronically submit SF 330 Part II, General Qualifications, to http://www.bpn.00v/orca/login.aspx, and to update at least annually. Qualified firms must submit their completed SF 330 to the Veterans Affairs Medical Center, VISN5 Network Contracting Office, 200 Veterans Drive, Building 3A, Beckley, WV 25801, Attn: Millard Adkins. Interested firms having the capabilities to perform this work must submit four (4) hard copies of Standard Form 330 (SF 330) and one (1) CD no later than 2:00 pm Eastern Standard Time on December 28, 2020. Hard copies shall be in binders. YOUR RESPONSE SHALL BE TABBED IN ACCORDANCE WITH AND IN THE SAME ORDER OF THE EVALUATION FACTORS LISTED IN TABLE 1. The selected A/E firm shall be in accordance with FAR Part 2.101 definition of Architect-engineer services as defined in 40 U.S.C. 1102 and FAR Part 36.6 to provide professional A/E services for the project as required. The SDVOSB Architectural firm must employ the principle Architect responsible for design of this project, i.e. and be involved heavily in all aspects of the design, stamping drawings along with the other team disciplines. A/E(s) signing drawings must be licensed in the State of West Virginia. The license(s) are required at the time of an award to prospective A/E(s). The following A/E disciplines are expected to be required for this design effort: architecture, structural, civil, mechanical, plumbing, electrical, fire protection, industrial hygiene, interior design, surveyors, cost estimators, certified physical security specialist or other types of A/E services as defined by FAR Part 36.6 that may be necessary. The scope of this project includes but not limited to the following infrastructure improvements:  Electrical (electrical panel upgrade, power (normal, emergency)), Bonding, UPS, Building Management System interfaces, assess for new and upgrades to existing HVAC, reconfiguration, expansion and renovation of existing space (demo, new construction, finishes), demolish interior wall and finish space in data center, communication infrastructure (new Data outlets, patch panels, upgrade to Cat 6A cable) in buildings as necessary, physical security upgrades, assess and upgrade fiber infrastructure backbone campus wide within buildings and between buildings, install diversified path to datacenter for WAN, hazardous material abatement. Project Building locations include: Buildings 1, 2, 3, 4, 5, 6, 7, 8, 14/15, 17, 29, 35, parking garage and site. Statement of project objectives It is the intent of the Department of Veterans Affairs to have the A/E fully survey, investigate and document the existing space and utility systems in order to gain the knowledge and insight necessary to prepare quality, accurate construction documents; including Scope Of Work; in a professional and competent manner. The project objectives are as follows: This project will correct IT Infrastructure Deficiencies in all data closets on station. The project will provide HVAC, security and additional electrical support at IT closets. It will also provide dedicated load center power to each data closet to accommodate increased equipment loads and eliminate tripping circuits, updating to emergency generator power and UPS system with remote monitoring, added grounding, HVAC system ventilation for all closets. Project will include server and telephone rooms for all updates and corrections needed and meet the HVAC and electrical redundancy requirement as identified in FCA 2015. This project will also merge the 2 data centers together (shared masonry wall) remove old outdated equipment and to provide adequate space. This project will also require extensive trenching on the site to interconnect building and main computer rooms with primary and redundant fiber optics. Project Justification The Beckley VAMC is drastically in need to correct IT Infrastructure Deficiencies to meet requirements for the Electronic Health Record Modernization. Functionality as well as code and regulatory compliance will be addressed in this project. Statement Of A/E Tasks This design should be for a construction budget not to exceed $8,239,000.00. Completed design shall result in a cost that is within the budget limitations. If the base bid cost exceeds budget, the A/E shall re-design or take necessary steps to reduce the cost so that budget limitations are not exceeded. Any deducts should be noted on Final Design drawings. A kickoff meeting will be needed with VA staff for the start of the project to further outline goals and needs of the project. VA will provide existing drawings; for informational purposes only. Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, including private utility locating services, surveyor, etc. to provide a complete assessment of the proposed work. A thorough as-built shall be conducted of the existing site conditions to complete a full detailed set of documents. The A/E shall furnish all services for a complete design including producing construction documents and construction period services as specified in the subject contract Assess the intent and scope of this project and work with the Medical Center staff to develop a final design and cost estimate to best suit the needs and constraints of the government, while incorporating VAMC Beckley Engineering/Facilities Management Service, Safety, Infection Control, and Contracting Officer comments into the final design package. The A/E shall produce construction drawings for demolition and new construction including phasing plans for work, infection control plans, outages and temporary access during construction. All Construction drawings, estimates, and specifications will be provided to execute a turnkey construction project. All designs and materials will meet the latest VA specifications, local, state and federal guidelines. Final drawings will detail measures to be taken by the contractor to assure life safety and infection control. A preconstruction risk assessment will be completed and included in project submissions. Plans for phasing construction to minimize impact on the medical center will be incorporated into the construction documents. Plan construction activities to include impacts on the medical center such as relocating patient and staff, equipment, providing temporary barriers, providing temporary utilities, minimizing impact on patient flow, etc. A/E shall develop, submit for approval to the contracting officer (CO), and execute a Quality Assurance (QA) plan that demonstrates the team and method of review for the project plans and specifications. The QA plan shall be submitted to the VA along with the project schedule and shall describe each QA task that will be taken during the development of the various design submission packages and the name of the Contractor member responsible for QA. Upon its completion each task shall be initialed and dated by the responsible Contractor member. A 100% completed QA plan shall be submitted with the final construction document submission package. Site survey work such as verifying existing conditions, verifying record drawings and verifying and analyzing utility systems shall be accomplished in conjunction with preparation of Design Documents. A/E shall furnish documentation and drawings of these findings and address deficiencies in the existing conditions. The A/E shall meet with the user group and provide design concepts as required for an approved Schematic Design, Design Development and Construction Documents. The A/E shall provide cost estimation, project scheduling and phasing, bid period and construction period services as further described in the contract. The A/E design and estimate shall identify 20% of the total construction budget as viable deductive construction alternates by areas of work and/or phases. This will require individual estimates by area/phase. The A/E shall provide design and construction period services utilizing individuals of the various design disciplines including but not limited to architectural, structural, mechanical and electrical as required by the project. Changes in personnel from those who are proposed must be approved in writing by the Contracting Officer. The services of an industrial hygienist familiar with asbestos abatement will be utilized in the event that asbestos is found present and would impact the work. The registered individuals who will stamp the completed documents shall accomplish engineering design work. The A/E shall provide a Code Analysis which will be clearly defined on the Index Sheet of the Construction Documents. Integrate new Direct Digital Controls (DDC) with existing Siemens system. Include DDC Raiser Diagrams, points matrix/listing and project specific sequence of operations. Energy efficiency and cost savings shall be considered in all design decisions. Comply with all federal mandates for sustainability, energy reduction and in accordance with VA design criteria. Basis For Design Provide contract specifications utilizing the VA Master Specifications edited to remove all impertinent specs for this project.
