THIS IS SOURCES SOUGHT NOTICE FOR MARKET RESEARCH PURPOSES.� THIS IS NOT A REQUEST FOR PROPOSAL OR A REQUEST FOR QUOTATIONS AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. TITLE: LARGE TIER IDIQ DESIGN/BUILD SERVICES This is a SOURCES SOUGHT NOTICE to determine the availability of Large and Small Businesses (e.g., 8(a), Service-disabled veteran owned small business, HUBZone small business, Small disadvantaged business, Veteran-owned small business, and Women-owned small business) under NAICS code, 236220, that have the capability, experience, and expert knowledge to provide Architectural design, Engineering design and Construction Services. The National Institute of Standards & Technology (NIST) is a Research & Development (R&D) facility with 52 buildings located on (578-acre) site in Gaithersburg, Maryland. The NIST site has approximately 3,424,353 gross square feet (GSF) of floor space including R&D, office, and service areas. The majorities of the building are brick exterior in construction and are approximately 50 - 60 years old. NIST is seeking information on qualified Large and Small Businesses for an IDIQ Design/Build contract that can provide Architectural design, Engineering design and Construction Services under NAICS Code 236220. If a contract can be subsequently awarded it may be for a base year plus 4 one-year option periods. Task Orders will range from $700,000 to $30,000,000. Life of the contract maximum value will be $80,000,000. General Requirements: Purpose: The purpose of this sources sought is to identify interested, qualified parties, capable of providing design/build services for office fit-outs, laboratory renovations, and new building construction. Projects may include the associated modification of, and/or new installation of mechanical, electrical and architectural systems and services in existing buildings.� The contractor will be responsible for designing and building construction projects that include typical office fit-outs, renovations, and new construction inclusive of the applicable mechanical, electrical, and architectural modifications associated with state-of-the-art research laboratories and supporting facilities.� In addition to general office space renovations, these projects may include clean rooms, HEPA air filtration, HVAC, fume hoods, vibration isolation, environmental chambers, purified water systems, specialized electrical services, and other types of utilities and services dictated by the nature of the work that is to be performed in the completed laboratories.� Projects may be subject to conformance with the Secretary of the Interior�s Standards for the Treatment of Historic Properties (SOI Standards) ���� ����� Experience Required:� Offerors will present evidence of extensive experience in all aspects of the Design/Build of new construction and renovation of office and laboratory space, including mechanical, electrical, life safety and architectural specialties: Full range of engineering, design, and subcontractor specialties at its disposal, to plan and construct building modifications that may be one-of-a-kind and state-of-the-art in nature.� Experience in developing reliable cost estimates and consistently completing work on time. Experience on new construction, renovations, laboratory and/or hospital design/build contracts that were between $700,000 and $30,000,000. �Relevant experience includes, but is not limited to, the development of laboratory spaces containing clean rooms, HEPA air filtration, HVAC systems, fume hoods, vibration isolation, environmental chambers, purified water systems, specialized electrical services, and other types of utilities unique to the research environment.� High, middle, elementary schools are excluded. Experience performing tenant fit-outs (design/build) in occupied buildings that were between $700,000 and $30,000,000 in project cost. Submittal Requirements:� The Capabilities Statement Package shall not exceed 15 pages.� Submit a letter of interest with the Capability Statement Package that provides documentation of the experience required above, including references. Submit a total of 4 relevant projects completed within the last 10 years. Business Information:� DUNS Number Company Name Type/Size of company, NAICS code, and Social Economic status, as validated via the Central Contractor Registration (CCR). All responders must register on the CCR located at http://www.sam.gov, additional information on NAICS codes can be found at www.sba.gov. Interested sources that believe they possess the capabilities necessary to provide the design/building services and are asked to submit an electronic copy of their capability statement, addressing the experience identified above. Any proprietary information should be marked. Written capability statement shall clearly and unambiguously demonstrate ability to do the work required in the notice.
