INTRODUCTION THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institutes of Health (NIH), Clinical Center (CC), Office of Purchasing and Contracts (OPC) on behalf of the Department of Transfusion Medicine (DTM), Clinical Center (CC) at the National Institutes of Health (NIH) intends to negotiate and award a contract without providing for full and open competition (including brand-name) to: SystemLink Inc. 1939 Roland Clarke Pl. Ste 340 Reston, VA, 20191-1443 NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code ��811219 with a Size Standard 1000. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2020-08, July 14, 2020. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. GENERAL INFORMATION 1. Title: SystemLink/ Maintenance of HLA Database. 2. Background Information: �The Organization is contracting to provide for the services to provide 24/7/365 maintenance services for the software listed. Histotrac is a proprietary system owned and manufactured by SystemLink. This is the current database system used in the HLA Laboratory.�� SystemLink is the only company able to maintain the Histotrac database system as it is specific to the software that SystemLink has designed. In addition, the customer service provided by this company has allowed for significant improvement to the design of the tables which are utilized for the software. All of this work is considered part of the services which the company provides on a daily basis to the NIH Laboratory. If these services were not provided, significant impact to operations and implementation would occur to the point that the laboratory would have to revert to an antiquated paper system which is contrary to electronic requirements. This would significantly impact patient care and severely reduce tum-around time for patient results. The information from this system will be utilized by multiple clinicians in the NIH Clinical Center. This system has software interfaces which have allowed a seamless flow of data from HistoTrac� to CRIS patient care system. 3. Purpose or Objective: The purpose of this acquisition is to purchase a maintenance contract for the HistoTrak Database software from SystemLink, Inc. 4. The Scope: The contract goes into effect 12/15/2020 and shall terminate 12/14/2021.� There will be an option to continue the contract for 3 additional years if requested. The contract includes all requirements for successful maintenance of the HistoTrak Database system.� The Vendor shall provide new releases of software, corrections to any known deficiencies, phone support and technical support related to the HistoTrac product 5. Period of Performance: 12/15/2020 to 12/14/2024 (Base plus three option years). Delivery Location: ������ NIH/CC/DTM/ Human Leukocyte Antigen (HLA) 10 Center Drive Bldg. 10, Rm. 1C744 Bethesda, MD 20892-1288 Attention:� Kathleen Barracchini CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION This system is on site and has been validated for use on CC patients.� It would be detrimental to the government to attempt to change systems and quite impossible as these instruments are proprietary and only distributed by SystemLink Inc. �With the continuation of using the same system will also help reduces the risk of a disruption in patient care. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted as prescribed in FAR Part 10-Market Research. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include a technical proposal, a cost-price proposal, the period of performance, the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. � A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by December 8th, 2020, 9:30 AM Eastern time and must reference solicitation number 21-001504.
