OMFV Phase II Solicitation Synopsis - 3 December 2020 US Army Contracting Command, Army Contracting Command � Detroit Arsenal (ACC-DTA), Warren, MI, intends to issue a full and open Request for Proposal for the Optionally Manned Fighting Vehicle (OMFV) Phase 2 Concept Design Effort under solicitation number W56HZV-20-R-0142. The purpose of Phase 2 is to conduct Modeling, Simulation, and Analysis (MS&A) to provide information for requirements refinement and conduct initial design activities up to system functional review (SFR). The Government intends to award up to five Firm-Fixed Price contracts. The contracts will require contractors to complete concept designs culminating in a SFR. There are no small business set-asides planned for this solicitation. Additionally, this is a new requirement; incumbent information does not exist. The proposals will be due approximately 90 days after the RFP is released. Contract award is targeted for 3rd quarter of Fiscal Year (FY) 2021. This is a pre-solicitation notice, otherwise known as a synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 days from the date of this notice. Offerors shall not contact the Procuring Contracting Officer or Contract Specialist (or any other Government representative) seeking a copy of the solicitation (or other data), as the information will not be available until the final solicitation is issued. ********************************************************************************************* OMFV PHASE 2 DRAFT SOLICITATION - UPDATE (1 December 2020): Project Manager Maneuver Combat Systems Hosts Optionally Manned Fighting Vehicle (OMFV) Virtual Industry Day Event 1. PROGRAM: Project Manager (PM) Maneuver Combat Systems, in coordination with Product Manager (PdM) Optionally Manned Fighting Vehicle (OMFV) and Army Contracting Command � Detroit Arsenal (ACC-DTA) 2. SUBJECT: PdM OMFV and ACC-DTA will host a Virtual Industry Day on 9 December 2020 via Microsoft Teams The purpose of the OMFV Virtual Industry Day is to provide an overview of the program acquisition approach and strategy, discuss the requirements approach, cover the Phase 2 approach, and discuss the Phase 2 RFP scope and proposal evaluation approach.� Representatives from PM MCS, ACC-DTA, and Next Generation Combat Vehicle (NGCV) Cross Functional Team (CFT) will participate. There will be a limited opportunity to address questions during the session. No CUI or Classified information will be included. 3. WHEN: Wednesday, 9 December 2020 Log in begins at 0830 EST OMFV Virtual Industry Day begins at 0900 EST 4. WHERE: Virtually on Microsoft Teams Event Link and coordinating instructions will be provided to those that register for the event. 5. Register by 7 December 2020 at 1200EST. All registrants will receive an email with the event agenda and complete event log in details after 7 December. 6. GROUND RULES FOR INDUSTRY DAY: The OMFV Virtual Industry Day Event will be conducted to inform Industry partners on what to expect in the upcoming Phase 2 RFP. � This event is to provide additional information with a limited Questions and Answer (Q&A) period. Not all questions asked will be answered during the Q&A session. � All information provided will remain at the UNCLASSIFIED, Distribution A level. No CUI or Classified information will be included.� Attendees are not to submit CUI or classified questions. ******************************************************************************************* OMFV PHASE 2 DRAFT SOLICITATION - UPDATE (17 September 2020): Based on industry feedback and continuous dialog between Army Senior leaders, the Government will not submit a proposal in response to the OMFV RFP. As a result, a revision to the draft OMFV RFP deletes paragraph A.3.1 Potential Government Offeror in its entirety. The attachment ""OMFV_RFP_for_Preliminary_Designs_Draft_RFP_W56HZV-20-R-0142_v4.3_Final.docx"" posted Jul 17, 2020 is deleted and replaced with ""OMFV_RFP_for_Preliminary_Designs_Draft_RFP_W56HZV-20-R-0142_v4.4_Final.docx"" to reflect the change. No further revisions to the Draft RFP are anticipated until the final RFP is released. The Government intends to post responses to industry questions and comments as they become available. ***************************************************************************************** OMFV PHASE 2 DRAFT SOLICITATION This post releases the draft OMFV Phase 2 Solicitation W56HZV-20-R-0142 to interested parties for review. Any questions or comments on the draft solicitation should be recorded within the attached Comment Resolution Matrix (CRM) for OMFV Draft Solicitation and emailed to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@mail.mil no later than 1700 local time on 28 August 2020. There are attachments within the solicitation that are Unclassified/For Official Use Only (FOUO) Information.� Instructions for obtaining the Unclassified/FOUO Attachments are the following: If your organization would like the Unclassified/FOUO documentation, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@mail.mil. The subject line of your email shall state (exclusive of the parenthesis): ""(Vendor Name) - Request copy of the Unclassified/FOUO Attachments"". The body of your email should list each document requested (Attachment Number and Title) and rationale for need. Your email must also include the following information; when submitting email attachments, please ensure they are in a .doc, .docx, or .pdf file format: Company name and corresponding CAGE code. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO). Indicate if you are interested potential �Prime� or �Subcontractor� for OMFV. Please note, requested documents will be sent to the Data Custodian listed on the DD2345. Definitions: �Prime� means the offeror, the entity that would be awarded the U.S. Army contract. �Subcontractor� means any supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor. ****************************************************************************************** OMFV Questions and Answers (**1-October-2020**): The United States Government intends to answer questions received to the MCS OMFV Mailbox in order to provide information to the interested vendors. Please respond by 17 July 2020. ****************************************************************************************** OMFV INDUSTRY DAY UPDATE (9-April-2020): The U.S. Army, Project Manager � Maneuver Combat Systems (PM-MCS), Next Generation Combat Vehicle Cross Functional Team (NGCV CFT), and Army Contracting Command � Detroit Arsenal (ACC-DTA) has posted the attached OMFV Industry Day Narrative Paper dated 9 April 2020. The purpose of this material is to present information concerning the path forward for the OMFV Program and address Industry Questions received. The Army recognizes that other questions received have not been answered within the material. Those questions, as well as any other questions to be submitted, will be answered in future industry engagements or on beta.SAM.gov in the near future as decisions are made.
