- NOTICE OF INTENT TO SINGLE SOURCE� Solicitation Number: PANNWD-21-P-0000 000522 Agency: Department of the Army Office: U.S. Army Corps of Engineers Location: USACE District, Portland Classification Code: S205 � Trash/Garbage Collection NAICS Code: 562111 � Solid Waste Collection Services Notice Type: Special Notice Synopsis:�� This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 �Synopses of Proposed Contract Actions.� The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole-source, firm-fixed-price service contract to The Dalles Disposal Service, 1317 W 1ST Street, The Dalles, Oregon 97058-3591.� This is a follow-on contract for refuse collection and recycling services for The Dalles Dam in Wasco County, Oregon.� The Board of Commissioners of the State of Oregon, in and for the County of Wasco, in the matter of the renewal of the Collection Franchises through Order #20-028 recognized Waste Connections of Oregon, DBA The Dalles Disposal Services, with the authority to franchise solid waste collection and disposal and to regulate rates and charges for collection and disposal services. The franchise agreement is in place from 24 June 2020 through 24 June 2030.� � The statutory authority for this non-competitive acquisition is 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1) � Soliciting from a Single Source for purchases not exceeding the simplified acquisition threshold. A SOLICITATION WILL NOT BE POSTED The Government intends to proceed with this sole source action. The NAICS code is 562111 � Solid Waste Collection services.� The size standard as defined by the U.S. Small Business Administration is $41,500,000 in gross annual receipts. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement that they have ability to complete the above services in the required timeframe. If no affirmative written responses are received by 12:00 PM Pacific Time on 17 December 2020, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
