- VHAPM Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT VHAPM Part 813.106 Page 1 of 1 Original Date: 08/30/17 Revision 02 Eff Date: 03/31/2020 DEPARTMENT OF VETERANS AFFAIRS Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K) Acquisition Plan Action ID: 36C776-21-AP-0480 Contracting Activity: Department of Veterans Affairs, Program Contracting Activity Central (PCAC), 6150 Oak Tree Blvd., Suite 300, independence, OH 44131. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The proposed justification is for the renewal of the licenses for the use of ISO Standards. The scope of work shall consist of provide fifty (50) VA, VHA and OHI authorized users access to electronic versions of those ISO Standards identified in Appendix A via an ANSI portal and to utilize the Licensed Standards in electronic form, on Licensee s computers (for internal use only) located within VA, and ANSI basic membership. The licensure renewal will include a base period and four option years. The proposed cost of the base plus all options is $54,950.00 Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The American National Standards Institute, Inc. (ANSI) is the sole source provider of the ISO Standards in the United States. The ISO Standards are the intellectual property of ANSI. The ANSI Standards Subscription License/Membership package includes Standards from ANSI, via the ANSI Standards Connect platform, and a Basic ANSI membership, offered exclusively ONLY from ANSI, which provides: Identify one representative in ANSI activities Participate in ANSI Member Forums Use of ANSI Membership Logo on your website Up to a 10% discount on ISO, IEC and other select standards purchased through ANSI Electronic Standards Store or a site license. Unlimited access to your Licensed Standards during term of license Right to use electronic and paper copies for each licensed site Updates during subscription at no additional cost Standards update Email Alerting Service Description of market research conducted and results or statement why it was not conducted: Per the Department of Veterans Affairs Acquisition Regulation (VAAR) 810.002 and Veterans First Contracting Program (VFCP 2016) deviation, the Vendor Information Page (VIP.gov) was queried 8/27/20 to locate verified SDVOSB and VOSB concerns utilizing NAICS code 519130. The search resulted in a list of 215 organizations. Communications with the publisher determined that there were no authorized distributors of the product, and so none of the resulting organizations were contacted. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b).
