- Description
- The purpose of this requirement is intended to repair 3 each of the KU Antenna Bit Oscillator (NSN: 5955-01-383-2748; P/N: 881554-6) in support of the MC-130H Combat Talon II aircraft program. The MC-130H is used for Infiltration/Exfiltration of Special Operations Force (SOF) personnel, air to air refueling of helicopters, resupply air cargo drops, etc. This is not a commercial-off-the-shelf (COTS) item sold or repaired on the open market to both civilian and government customers. The qualified source and Original Equipment Manufacturer (OEM) on the Form 762 is Crane Electronics Inc., CAGE: 33025.� Due to lack of technical data, full and open competition is not an option. �Current need for operational components does not allow for unqualified sources to take the time necessary to reverse engineer each component in order to conduct a repair. Also it is doubtful that a third party could acquire the KU Antenna Bit Oscillator proprietary parts. �The OEM has conducted the necessary research in order to sustain the KU Antenna Bit Oscillator. �Therefore, a sole-source repair from the OEM is recommended. �Form 762 screening of previous Purchase Request: FD2060-18-01049 revealed that the original equipment manufacturer is Crane Electronics, Inc.� The RMC/RMSC code is R3/R. RMC �R3� - Repair, for the second or subsequent time, directly from the actual manufacturer. �RMSC �R� - The Government does not own the data or the rights to the data needed to contract repair of this part from additional sources. �It has been determined to be uneconomical to buy the data or rights to the data. �It is uneconomical to reverse engineer the part. Repair of this part requires special test equipment to maintain ultra-precision quality for its function or system integrity. Due to the lack of repair data available to the Government, there are no opportunities for small business set aside categories or direct award opportunities for repair of these items. �Recommended source is the OEM, Crane Electronics (DBA: STC Microwave Systems Signal Technology Corporation, 340 N. Roosevelt Avenue, Chandler, Arizona 85226; CAGE: 33025) as they own the data rights to the components of the KU Antenna Bit Oscillator and the critical nature of the components requires that all repairs be conducted with precision and expertise. �Another repair authority will not be able to develop the necessary expertise via reverse engineering at a reasonable cost and schedule because the KU Antenna Bit Oscillator is proprietary and patented to Crane Electronics, Inc. The contracting action resulting from this solicitation will be a firm-fixed-price purchase order. The required Turn-Around-Time shall be ninety (90) calendar days after receipt of order, or receipt of reparable assets, whichever is later. The delivery destination will be Robins Air Force Base, Georgia. The approximate Solicitation Issue Date will be 28 December 2020. �Once posted the solicitation will be available for viewing or downloading at www.betasam.gov only. �No telephone or fax requests will be honored. NO HARD COPIES WILL BE ISSUED. �All quotes shall be in the English language and in U.S. dollars. �Based upon market research, the Government will be using the policies contained in FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements in its solicitation for the described services.
