Description
Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order under Basic Ordering Agreement N00019-17-G-0002 to the Bell Boeing Joint Program Office on a sole-source basis. In order to enhance the independent self-deployment capability and the operational flexibility of the CV-22 Osprey, the United States Air Force plans a High Frequency (HF) Beyond Line of Sight (BLOS) Radio communication capability compatible with international air traffic control authorities and certain communication networks. To that end, Bell-Boeing has completed the necessary Non-Recurring Engineering (NRE) for production/forced retrofit incorporation of the BLOS HF Radio onto CV-22 Osprey aircraft. The V-22 Program Office is now seeking the additional recurring efforts required in order to implement the HF BLOS onto the remainder of the CV-22 Fleet along with modification of the Communications Switching Unit (CSU) spares in supply from a -111 to a -121 configuration in order to have spare CSUs in supply that are compatible with HF BLOS. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort. Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.� The proposed Delivery Order is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals. However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
