Description
The Contracting Division of the United States Property and Fiscal Office of Indiana is issuing this sources sought synopsis as a means of conducting market research to identify potential sources having an interest and industry technologies available to support/provide the following vehicles: 44 passenger buses Shuttle vans Handicap accessible buses 15� box trucks These are regularly requested in support at CAJMTC and MUTC, and are frequently requested on short notice and require a streamlined acquisition process to meet training needs. The result of this market research will contribute to determining the method of procurement, if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. Multiple awards may be made. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. DISCLAIMER THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL (RFP) TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS ANNOUNCEMENT. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS TECHNICAL DESCRIPTION IS STRICTLY VOLUNTARY. PROGRAM BACKGROUND General Requirements: This project requires the contractor to provide all buses, license plates, maintenance, and equipment required to complete the following work: a.������ Provide / lease buses (44 passenger), shuttle vans (15 passenger), tour buses (30 passenger with handicap access), and 15� box truck with lift gate. b.������ All vehicles are to have Preventative Maintenance Checks and Service (PMCS) done in accordance with Army Regulations 750-1 and DA PAM 750-8 prior to any use and at prescribed intervals during operation by the individual who will be driving. Each vehicle shall be jointly inspected upon issue and turn-in for both safety issues, mechanical deficiencies, and any identifiable damage. The receiving party shall not accept any vehicle that has deficiencies in these areas until such deficiencies have been corrected and/or a mutual agreement has been reached. When a vehicle is in the repair shop, the Government shall be entitled to receipt of another like vehicle if not repaired and returned within 24 hours of vendor notification. c.������ All vehicles are to be road worthy, capable of traveling off post and at highway speeds of 60 MPH. All buses to be registered and plated by Contractor. Contractor is to ensure all buses meet all DOT regulations for transportation of personnel not in a school corporation. Insurance will be provided by government. d.������ Vehicles must be a color other than yellow and not have markings identifiable with any school corporation. e.������ If vehicle requires towing due to no fault of Government, the Contractor shall be responsible for cost. f.������� All vehicles must have working heat and air conditioning capable of heating or cooling the entire vehicle. General Conditions This service is to support a training at Camp Atterbury and Muscatatuck Urban Training Center (MUTC). The vehicles are utilized to provide transportation for Soldiers and Civilians to and from local airports, local community runs, and in and around Camp Atterbury and MUTC. Expected use of buses is 12-24 hours per day with movements of up to 200 miles long per movement. If needed, buses shall be able to travel any distance within State of Indiana. ELIGIBILITY The applicable NAICS code for this requirement is 532111.� The Product Service Code (PSC) is W023' All eligible applicants MUST be registered in System for Award Management (SAM). and provide Cage Code/DUNS Number� provided from SAM. SUBMISSION DETAILS Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Carl J. Kuhlman, in either Microsoft Word or Portable Document Format (PDF), via email carl.j.kuhlman.civ@mail.mil, no later than 12:00 p.m. EST on 21 Dec 2020 and reference this synopsis number in subject line of e-mail and on all enclosed documents. Information and materials submitted in response to this request WILL NOT be returned. DO NOT SUBMIT CLASSIFIED MATERIAL. If your organization has the potential capacity to provide the required items, please provide the following information: 1) Organization name, address, primary points of contact (POCs) and their email address, FAX, Web site address, telephone number, and type of ownership for the organization; and 2) Tailored capability statements addressing the requirements of this notice, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
