- Defense Information Systems Agency (DISA), Defense Information Technology Contracting Organization (DITCO) National Capital Region (NCR) intends to issue a solicitation for Defense Enclave Services (DES). The DES requirement is anticipated to be a Single Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract. FAR 15 procedures and full and open competition will be utilized. DITCO estimates the request for proposal will be released in the late September 2020 timeframe. Anticipated award is expected in the fourth quarter of calendar year 2021. The resultant IDIQ contract�is expected to�have a multibillion dollar ceiling, with a�ten year ordering period consisting of a four-year base period and three (3) two-year option periods.� The IDIQ is anticipated to include firm-fixed-price, Labor Hour, and cost reimbursable contract line item numbers. The Government is contemplating the manner in which it will conduct pre-solicitation activities with interested parties for this acquisition in light of the coronavirus pandemic.� One such avenue being considered is the use of DoD-specific solutions, e.g., Defense Collaboration Services or Global Video Services.� DoD unique solutions require the use of a common access card with DoD credentials.� Please inform the Government if you do not have a CAC with DoD credentials that would allow access to the aforementioned systems for pre-solicitation activities. In accordance with the FAR, all Contractors wishing to do business with the Department of Defense must be registered in the System for Award Management (SAM) database. SAM registration can be completed by going to the following website: www.SAM.gov. **This notification is to�relay the Government's intent to issue a Draft RFP, which will include information on a virtual pre-solicitation conference by 28 August 2020.** **The purpose of this update is to post the following�files for the�Virtual Pre-Soliciation Conference: DES Industry Day Briefing Slides DES Industry Day Transcript The DES industry day consist of a video which includes the information in the transcript and the Briefing slides, no additional information is included in the video. DISA is working to compress the video as beta.sam.gov size limitations are not allowing us to post the video. No other industry day engagement has taken place due to COVID-19 restrictions. � All questions/comments shall be submitted via email to disa.meade.PLD.mbx.defense-enclave-services@mail.mil. �The subject line of the email should include: Defense Enclave Services -621913271 25 Aug 20 update - The purpose of this posting is to post the Virtual Pre-Soliciation Conference video. The video which includes the information in the transcript and the Briefing slides, no additional information is included in the video. *****4 September 2020 update***** Attached�are the draft RFP and attachments.� QUESTIONS should be submitted no later than 15 September 2020 at 10am using the format provided in Attachment 2 and should be emailed to disa.meade.PLD.mbx.defense-enclave-services@mail.mil.� Answers to questions will be posted with the final RFP. The final RFP is expected to be posted the last week of September.� Vendors will also have a chance to submit additional questions once the final RFP is posted. Update: the Industry day video stated that the Cybersecurity Maturity Model Certification (CMMC) was going to be evaluated as part of the acceptable / unacceptable criteria. However since the standards for CMMC are still in development, the Government has decided to remove this criteria from Factor 1.
