SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Angela C. Ortiz | email:� angela.c.ortiz@irs.gov For: Subscription to WSJ Pro Bankruptcy and Venture Capital add-ons The Office of Business Solutions Acquisition (OBSA); Treasury Operations Branch, intends to negotiate a sole-source acquisition with Dow Jones & Company for subscription services to Wall Street Journal�s Pro Bankruptcy and Venture Capital premium packages with the approximate start date of February 1, 2021. The Committee on Foreign Investment in the United States (CFIUS) has a mission-critical need to access the most up-to-date information on bankruptcy and investment issues in US and international markets. Having access to this kind of information better assists CFIUS examine questionable transactions and contextualize them within America�s complex national security issues. Purchasing Wall Street Journal�s Pro Bankruptcy and Venture Capital premium packages will greatly assist CFIUS in completing their duties. The Wall Street Journal provides add-on services solely dedicated to providing distress, bankruptcy, and investment-focused coverage. The Bankruptcy premium add-on service provides new court documents interface, an enhanced bankruptcy calendar, a bankruptcy fee tracker, firm retention summaries, a weekly table of assets being sold, and a weekly table of debtor-in-possession loans. Purchasing access to WSJ Pro Bankruptcy ensures CFIUS has full access to their suite of tools and resources; proprietary news, analysis, and data; a daily newsletter with scoops and analysis; tailored alerts; and advance invitations to WSJ Pro events. Purchasing the Venture Capital add-on will provide CFIUS with access to WSJ�s Post IPO Index, which is a data tool that allows members to track the performance of start-ups that went public in the last two years and view company performance metrics; the Body Char, which is a detailed infographic that combines analysis of venture investment trends since 1999; and the Venture Capital Deals Dashboard, which includes charts that demonstrate the mix of venture capital investing among sectors dating back to 1992. Having access to data that goes back to the early 1990s will be immeasurable to CFIUS who needs to examine transactional histories of individuals and companies. A 12-month base period and three (3), 12-month option periods are contemplated for this acquisition. This is a new requirement with no previous acquisition history. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 2:00 PM, EST on December 17, 2020. Responses shall be submitted to Angela C. Ortiz at angela.c.ortiz@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
