- REQUEST FOR INFORMATION / SOURCES SOUGHT SYNOPSIS The Department of Veterans Affairs Network Contracting Office (NCO) 19, Rocky Mountain Acquisition Center (RMAC) is issuing this sources sought notice as a means of conducting market research to identify parties having an interest in, and the resources to support this requirement for Police Officer Annual Mental Health Evaluations Services for the Rocky Mountain Regional Veterans Affairs Medical Center, located at 1700 N. Wheeling Street, Aurora, CO 80045. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621112. This is a request for information and sources only, which may or may not lead to a future solicitation! This is not a solicitation. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. Contractor shall provide all labor, parts, supplies and equipment necessary to perform: 1. Police Officer Annual Mental Health Evaluations, but this contract will reference requirements for initial testing requirements as it pertains to new hires but potential additional screening. 2. Scope of Work: Eastern Colorado Health Care System (ECHCS) requires a contract for Annual Police Officer Mental Health Evaluations for 51 law enforcement officers assigned to ECHCS VA Police Service. Candidates and incumbents must meet certain functional requirements prior to a job offer or continued employment with the Department. Written psychological testing for applicants and an annual law enforcement specialized psychological interview will be used for incumbents are used to determine whether or not a candidate/incumbent is able to meet those specific functional requirements. In order to meet the specific behavioral functional requirements for the successful police officer the applicant must: a. Possess a high level of personal integrity b. Be able to maintain control of anger and emotionality c. Be compassionate towards others, especially those who cannot care for themselves d. Be willing and able to quickly respond to emergency situations e. Have respect for authority and the rule of law f. Be emotionally able to apply physical and possibly lethal force as needed, and to recognize when such force is necessary, but in strict accordance with training and policy requirements. g. Be able to often work independently, but within a regimented group structure. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made.
