Description
Special Notice - Notice of Intent to Sole Source Synopsis:� This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 ""Synopses of Proposed Contract Actions."" U.S. Army Corps of Engineers, Portland District intends to negotiate/award a sole source, firm-fixed-price supply contract for the procurement of Garbage Collection Services consisting of refuse collection and recycling services.� A Franchise Agreement for solid waste disposal and recycling opportunities with Sherman County, Oregon is required�and�is currently held by The Dalles Disposal Service (DUNS:� 038037578).�The purpose of this acquisition is to furnish annual Garbage Collection and Recycling Services to include a Base year and�four (4) Option years for the United States Army Corps of Engineers (USACE) The John Day Dam project in the Portland District. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The Government intends to solicit this action on or about 22 Dec 2020. The NAICS code is 562111, Solid Waste Collection. The size standard as defined by the U.S. Small Business Administration is $41,500,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement to the contracting officer before the notice end date. If no affirmative written responses are received, a solicitation and award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
