- Agency/Office: Army Contracting Command � Detroit Arsenal (ACC-DTA) Title: Special Notice � GVS OTA, W15QKN-17-9-1025 RPP 21-03, Rough Terrain Container Handler (RTCH) Service Life Extension Program (SLEP) and Modernization Description: The Government intends to issue a Request for Prototype Proposals (RPP) for the RTCH SLEP and Modernization under the Ground Vehicle Systems (GVS) Other Transaction Agreement (OTA), W15QKN-17-9-1025. The GVS OTA was entered into between the Army Contracting Command (ACC) and the National Advanced Mobility Consortium (NAMC) on 26 September 2017, in support of Ground Vehicle System related Research and Development prototype projects. The Government will utilize the GVS OTA to award this effort. The intent of this project is to extend the useful life of the RTCH RT-240 V1 Variant (here by referred to as RTCH) by inducting it into a Service Life Extension Program (SLEP).� The Government also requires the RTCH to be modernized to replace obsolete components and enhance the RTCH�s safety and reliability.� The Government anticipates the modernization to occur as part of the SLEP process.� The Government also has a need for a RTCH Modernization Kit consisting of modernized parts and supporting hardware that can be applied to vehicles in the field to incorporate the same modernization the SLEP vehicles receive.� Under this proposed prototype effort, the contractor will be required to conduct the RTCH SLEP and Modernization.� Deliverables for this effort consist of the following: A quantity of one (1) RTCH Modernized Prototype that has undergone a Service Life Extension Program (SLEP) and has parts integrated to address obsolescence and modernization. A quantity of two (2) RTCH Modernization Kits: one installed on a second Government-provided RTCH and one delivered to the Government. Data and reports to include the development of provisioning information for modernized parts, Engineering Data for Provisioning, an Integrated Master Schedule, and an Engineering Change Proposal for the approved solution.� A Start of Work Meeting and Critical Design Review, Test Readiness Review, Test Review, and RTCH Modernization Kit Review are also required and are to take place at the contractor�s facility. The Government anticipates pursuing a Follow-on Production effort under the authority of 10.U.S.C. 2371b(f), which states that, upon a determination that the competitively awarded prototype project has been successfully completed, the prototype project may result in the award of a follow-on production contract or transaction without the use of competitive procedures. The anticipated Follow-on Production value is estimated at $225,000,000. NOTE: This Special Notice is for informational purposes only. A prototype project will not be awarded in response to this announcement. The purpose of this announcement is to provide industry advanced notification of the Government�s intent to release an RPP to the NAMC membership.
