- SYNOPSIS The ARTS System Program Office (SPO) intends to acquire the production of�Surface-to-Air Missile (SAM) threat system simulator.� The ARTS-V1 system will be used at Department of Defense (DoD) training ranges for aircrew training and tactics development to increase combat effectiveness and aircrew survivability against an advanced SAM threat.� Various aircraft platforms will train against the ARTS-V1.� However, this system delivers a modern training capability on the training ranges for training realism for 5th generation aircraft. Beyond the planned production of multiple ARTS V1 systems, this effort will also procure long lead items, support equipment, spares, Production Representative Article (PRA) Retrofit, training for the use of these systems, Engineering software Support System(s) (ESSS), interim contractor support services, objective threat development, and intellectual property with Data Rights and license rights. The Government anticipates this SOO will result in a Cost Plus Incentive Fee (CPIF) contract. The Government intends to award this contract by written solicitation to Georgia Tech Research Institute.� The Government plans to award a sole source contract to Georgia Tech Institute Research in order to avoid substantial duplication of cost to Government under open competition, and unacceptable schedule delays to Government under open competition. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. PERIOD OF PERFORMANCE Estimated Base Period:� From April�2021 to April�2026 Place of Contract Performance. Georgia Tech Research Institute� 7220 Richardson Rd Smyrna, GA 30080 Some activities (e.g. testing and delivery) within this SOO may be performed at other locations rather than the primary place of performance.� The planned fielding locations are as follows: Utah Test and Training Range, UT Nevada Test and Training Range, NV Tyndall AFB, FL Andersen AFB, GU Joint Pacific Alaska Range Complex, AK Foreign participation at the prime contractor level in not allowed. Industry Day Invite - Extension The purpose of this notice is to extend the Industry Day invitation through the end of today, 05 November 2019 by COB.� One-on-one meeting with the Government requested at this time�may need to be scheduled for an alternate time after the regularly schedule Industry Day event has occurred.� NOTE:� No further Industry Day invitations or one-on-one meetings will be granted after COB today due to the process time required for those attendees to gain access to this event at Hill AFB.
