- INTENT TO SOLE SOURCE: This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID) to procure Thirty-Six FlowJo Software Site Licenses to be utilized in single cell analysis.� The Government will procure a 5 year contract (base plus four option years) software subscription without competition as prescribed in FAR 8.405-6(a)(1)(i)(B) from the manufacturer, FlowJo LLC.� The subject software may only be purchased directly from FlowJo LLC; the company has no authorized resellers of their software. FlowJo software is required to analyze flow cytometry data and attain high-throughput analysis by streamlining raw data for subsequent organization into proprietary analytical reportage and detailed graphic analysis.� FlowJo has the unique capability to perform complex cytometer analysis on a single sample and segregate multiple samples by stain, tissue type, and patient attributes.� Essential requirements for this acquisition are: Software licenses shall have flow cytometric data analysis capability. Software license subscription shall have a maximum capacity of 36 seats. Software license subscription shall accept the use of Flow Cytometry Standard (FCS) files from Becton, Dickinson and Company (BD) and Beckman Coulter cytometers without conversion Software license subscription shall provide access capability to usage reports. Software license subscription shall be accessible by multiple users at the same time. Software license subscription shall have the capability to generate pseudo-color dot plots as well as overlapping histograms. Software license subscription shall be accessible without a network key/dongle. Software license subscription shall enable users to access software via registered computers. Software license subscription shall provide software upgrades, maintenance, and support by phone or internet. FlowJo LLC is the sole manufacturer of the software for single cell analysis required by USAMRIID.� To preserve scientific integrity, USAMRIID must ensure continued use of FlowJo software.� It is the only software in the commercial marketplace that fulfills the technical specifications of the BioScience and Beckman Coulter Flow Cytometer equipment owned by USAMRIID.� FlowJo is both the manufacturer and distributor of its software; there are no licensed resellers in the marketplace.� The North American Industry Classification System (NAICS) for this requirement is 511210 and PSC 6515. Proposed solicitation number: W81XWH-21-Q-0013 This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). USAMRAA intends to publish a solicitation no sooner than 15 days after publishing this synopsis. This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects at least�five (5) days after the publication of this notice, the solicitation will be issued as sole source.
