- NOTICE OF INTENT-SOURCES SOUGHT The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Xtera Inc. (Xtera).� A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305. The proposed contract action is for a follow on for technical and software support services, supporting the operations and maintenance of the DISA owned and operated Submarine Fiber Optic Cable (SFOC) systems connecting the Navy Base Technical Support Guantanamo Bay (GTMO) to Defense Information System Network (DISN) nodes.� The continuation of these services is critical to the effective operation of these systems and support of the highly sensitive missions at GTMO.� The initial award of HC1047-14-C-4018 was procured by a full and open competitive procurement as a small business set-aside and was awarded on a Best Value Trade-Off (BVTO) basis.� No previous SFOC had been procured and owned by DISA or had been tested and certified to be on the approved product list (APL).� This requirement includes contractor owned equipment such as: Optical Amplifiers (Repeaters); Power Switched Branching Unit; Xtera NU-Wave Submarine Line Terminating Equipment (SLTE); Power Feed Equipment; Undersea Cable; System Test Equipment; Network Management Systems (NMS). At this time, the incumbent contractor Xtera, is the only source capable of providing all necessary services as the owner of proprietary software upgrades and Tier III Technical Assistance support on all Xtera-provided proprietary equipment used in the GTMO SFOCs, and training in the operations of proprietary Xtera hardware and software used in the operation of the GTMO SFOCs.� The SFOC systems installed and owned by DISA between Continental United States (CONUS) and GTMO, and GTMO and Puerto Rico were supplied by Xtera and contain proprietary hardware, software and firmware.� Xtera is the sole supplier who can support software/firmware upgrades, technical support and training in the use of these systems.� As a matter of Xtera policy, due to the critical nature of Xtera� s quality control, processes and procedures, Xtera does not permit any other company to provide the Xtera services required by DISA. The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. �Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement.� No reimbursement for any cost connected with providing capability information will be provided.� All responsible sources will be considered in evaluating the determination to issue a sole-source contract. �Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.� A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement.
