- Pursuant to 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the American Association of State Highway and Transportation Officials (AASHTO) for access to AASHTO�s training catalog and products (TC3).� The AASHTO TC3 training catalog provides valuable, proven technical and training information to the local and tribal transportation practitioner community. AASHTO TC3 also develops and maintains a national curriculum for various transportation disciplines.� This program identifies training and certification requirements and leverages best practices across the country to determine how to best access and cost-effectively provide training. TC3 training was developed to support training weaknesses identified by State DOT�s for their transportation operation, maintenance and construction staff in several categories, such as Pavements and Materials, Geotechnical, Construction and Maintenance, Highway Safety, and Site and Personal Safety. The Federal Highway Administration�s (FHWA) Local and Tribal Technical Assistance Program (LTAP/TTAP) is the only federally mandated program to provide professional development, training and technical assistance to local agencies and tribal governments with road management responsibility.� FHWA�s training goals are similar to AASHTO�s TC3 training program. Therefore, AASHTO is the only known source capable of providing these unique transportation training catalogs and products. � The intent of this notice is not to request competitive proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
