Description
Construction services are required for this design-build project with the Government of Japan (GoJ) involved as observers and participating in its contracting process.� The project is funded by the GoJ direct cash contributions (otherwise referred to as Mamizu funds). NAVFAC Pacific is the Department of Defense Executive Agent for construction on Guam and is the designated construction agent.� By furnishing any submittal or proposal, the offeror acknowledges that their submittal or proposal may be shared with GoJ officials who may be observing the evaluation process. The proposed solicitation will be issued following the two-phase design-build selection procedures in accordance with FAR 36.3 and the tradeoff source selection procedures of FAR Part 15.101 and 15.3. The Government will evaluate phase-one proposals and select the most highly qualified offerors (not-to-exceed five) to submit phase-two proposals.� Only the selected firms will be issued the phase-two design-build RFP and given an opportunity to submit phase-two proposals. This acquisition will result in a single firm-fixed-price (FFP) contract that will construct five multi-story BEQ building complexes.�� Two of the five BEQs will be a pre-priced option to be exercised within 360 calendar days of contract award. �Each BEQ complex consists of a BEQ tower, a community core building, a washdown and drying area, and a utility building.� Each BEQ tower provides 300 rooms for unaccompanied E1-E5 personnel.� The work also includes necessary site preparation, paving and site improvements, site demolition, landscaping, fire lane pervious pavement, asphalt concrete road access, parking lots, electrical and mechanical utilities work, small pavilions, sand volleyball court, basketball court, horseshoe pits, trash and recycling enclosures, and environmental mitigation.�
