- Description
- The Directorate of Public Works at Fort Leavenworth, KS, requires Emergency Cleaning, Remediation, and Restoration Services for Fort Leavenworth. Instances occur where Ft. Leavenworth may require specialized services (cleaning, debris removal etc.) that do not fall within the scope of the custodial service contract currently in place at Ft. Leavenworth. Services required include but are not limited to: water leak cleanups, mold remediation, animal droppings removal, discharged fire suppression system clean-up, above drop ceiling clean-up, fire damage cleaning, crime scene cleaning, or other services deemed to be of an emergency nature. 1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This solicitation #W91QF4-21-Q-0007 is issued as a Request for Quote (RFQ). 3. Federal Acquisition Circular: This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2020-09 effective as of 26 October 2020. 4. NAICS code: The corresponding NAICS code for this solicitation is 562910 � �Remediation Services� with a size standard of� $22,000,000.00 (PSC of Z2JZ � Repair or Alteration of Miscellaneous Buildings). An Offeror must be registered on the System for Award Management (SAM) before an award could be made to them. If a company is not registered in SAM, they must do so by going to SAM web site (https://www.sam.gov) and registering prior to submission of a proposal. This requirement is being advertised as �Full and Open Competition�. 12/08/2020 Amendment 1 containing the full text version of FAR 52.212-2 Evaluation�of Commercial Items�is attached and as follows: 52.212-2 EVALUATION OF COMMERCIAL ITEMS (a) Quotes for this acquisition shall be evaluated utilizing Simplified Acquisition Procedures as outlined in FAR subpart 13.106-2. This acquisition will be awarded to an offeror who is responsive to the RFQ and otherwise determined responsible, conforms to the solicitation requirements; and provides the Lowest Priced Technically Acceptable (LPTA) quote. No award shall be made by a Contracting Officer unless the price can be determined as fair and reasonable. - Responsible Offeror: An offeror may be determined as responsible in accordance with the criteria outlined in FAR Subpart 9.104. - Responsive Offeror: A quote is determined responsive if it contains all of the elements instructed to be provided under the 52.212-1 Instructions to Offerors. - Price Quote: The Contracting Officer shall utilize Simplified Acquisition Procedures as stated in FAR Subpart 13.106-2 and/or portions of FAR Part 15 in order to determine fair and reasonable pricing. Further all offerors are notified that quote packages propsed that contain unbalanced pricing are subject for disqualification from award consideration. (b) Technical Checklist: The offer�s quote will be evaluated against the requirements within the Solicitation to include the PWS and all applicable attachments on an Acceptable or Unacceptable basis. Acceptable ratings are defined as those that meet or exceed the specifications and requirements identified in the solicitation. A quote containing items that exceed requirements do not merit additional consideration for award as no tradeoffs will be considered. (c) Past Performance: The offer will be evaluated to assess the relative risks associated with the likelihood of success to perform the requirement as indicated by both the offeror�s submitted past performance and that available within the public record. An offeror without Past Performance of a same or similar nature will be considered neutral. (End of provision)
