- Description
- This is a Sole Source Synopsis announcement.� A written solicitation will not be issued.� The Naval Sea Systems Command (NAVSEA), on behalf of the Program Executive Office Unmanned and Small Combatants (PEO USC), intends to award a contract with both Firm Fixed Price (FFP) items and Cost Plus Fixed Fee (CPFF) items to Northrop Grumman Aeronautics Systems (NGAS) in Melbourne, FL using other than full and open competition pursuant to 10 U.S.C. 2304(c)(1) and as implemented by Federal Acquisition Regulation (FAR) 6.302-1. The estimated period of performance of this contract action shall cover FY2021 through FY2028 Airborne Laser Mine Detection System (ALMDS) production requirements, which includes options for support equipment, depot services, software support and associated engineering support services (ESS) each year.� It is estimated that up to�seven (7) ALMDS Units will be procured in totality over this period of performance. The ALMDS AN/AES-1 is a Light Detection and Ranging (LIDAR) Airborne Mine Countermeasures (AMCM) high area coverage system that detects, classifies, and localizes surface and near-surface moored sea mines. A competitive procurement conducted in 2015 resulted in Northrop Grumman being the only interested party and was selected to develop the ALMDS system on a sole source basis.� Northrop Grumman is the sole developer and original equipment manufacturer of the ALMDS system and its related equipment.� A sources sought notice for the current requirement was issued on November 4, 2019, and closed on December 5, 2019, resulting in interest from one capable source, Northrop Grumman.� NAVSEA�s Office of Small Business has reviewed and concurred with the decision to announce this sole source contract action. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.� Interested parties may identify their interest and capability to respond to the requirement in response to this notice through a capability statement.� This notice of intent is not a request for competitive proposals.� However, all information received shall be considered by the Government as subcontracting opportunities may exist.� The responses to this notice must be received by 1200 EST on�23�December 2020.� Responses shall be submitted via email to Mr. Brandon Siggers at Brandon.siggers@navy.mil and cc to Mr. Matthew Hedrick at matthew.hedrick1@navy.mil and reference solicitation number N00024-21-R-6418.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.
