- NDF-325 ACTIVITY 1� This is a Request for Information (RFI) issued in accordance with Federal Acquisition Regulation (FAR) 15.201(c)(3) and (c)(7) for the purpose of developing an acquisition strategy and obtaining industry comments and input relevant to the BELOW proposed Work Plan (WP); socio-economic size standards for the various tasks of the Work Plan; and method of procurement contemplated by the Government to award a Firm Fixed Price contract for all Tasks or cluster of Tasks as set forth under the Scope of the Work Plan.� This information is being sought to assist in the conduct of market research and to promote early exchange of relevant information for a possible future solicitation for a broad range of expert consultation and specialized services to strengthen implementation of the Biological and Toxin Weapons Convention (BWC) by the BWC�s States Parties.�� Specific industry input and comments on the pros and cons are being sought from firms of all socio-economic size and standards relevant to the feasibility of the following Work Plan. Work Plan Task 1: The firm will design and deliver a cloud based database containing data on the status of BWC implementation, including national implementation measures, by BWC States Parties.� The database is to incorporate the following requirements: The prospective firm will populate the database based on surveys of BWC implementation measures in BWC States Parties.� (In doing so, the firm shall rely on their own research and analysis, and not self-reporting by BWC States Parties, but shall seek information from those States Parties (see below)). �The database should be structured according to all areas of BWC implementation.� The Contractor will design the database to facilitate comparative analysis of legislative implementation and other measures to implement the BWC.� �The Government�s intent is that the database can be modified and/or updated by future parties when the situation calls for it.� The Contractor shall indicate in the database cases in which BWC implementation measures also serve to implement the requirements of UNSCR 1540. The Contractor will seek to obtain copies of the BWC national implementation measures (e.g. laws, implementing regulations) from BWC States Parties.� To the extent possible, the Contractor will upload copies of said documents in their original languages to the associated country profile sections of the database.� In addition to information specific to each country�s national implementation of the BWC, the database shall contain a Country Profile for each country to include basic information such as the date of accession to the BWC as well as more extensive data on the national implementation measures that country has taken.� The Contractor should propose, identify, or list the information to include in that Profile and obtain approval from the Government.� The Contractor will employ a system employing a Database Management System (DMS) to facilitate Countries� Profiles and the search functions.� Users must be able to search for a specific State Party and examine its Profile.� The database will be in English.� The Contractor will propose to the Government pricing options for translating into the other five official languages of the United Nations � French, Spanish, Chinese, Russian, and Arabic.� The Contractor shall also propose a solution to easily and accurately translate data and/or upload documents for the user (e.g. Amazon or Google translate).� Reports, Spreadsheets, Charts, and Querying must be exportable into a .pdf format. The Contractor will design the database to be accessible from the internet.� The internet hosting service (Database) will allow individuals and organizations accessibility via the World Wide Web. ��The Contractor will ensure that the database complies with UN IT Security, ICT Standards and IT Architecture standards and be based on UN standard technologies. The Contractor will propose a technical solution for the design and delivery of the database.� This technical solution shall include provisions for: Data integrity; Data storage management; Multiuser access control and multiuser scalability; and Backup and recovery procedures. Task 2: The Contractor will develop and propose a solution for training on the use of the database for the Government or any other persons� designated by the Government. Task 3: �The Contractor will maintain the database for a period of one year (to include two option years) after it goes live.� In doing so, the Contractor shall include a consideration for providing updates, maintenance, and help desk support for the one-year period, with two option years.� (In this context, �going live� refers to the time when the database becomes public-facing.) Sources having the capability and/or concepts to meet these requirements are invited to respond to this RFI.� Responses are to detail the firm�s Technical Capabilities, Qualifications, and Experience to perform the work described and shall not exceed 10 pages. �Do not send resumes or marketing material at this time. �A cover sheet shall be included (not counted in page limit) identifying the company name, point(s) of contact, phone number(s), fax number(s), e-mail address(es), etc. �Also include on the cover sheet the title and no more than a three-line description of any contract your company is/has provided services under any federal contract, including GSA Federal Supply Schedule, for the services described above in the capability summary. �Any information submitted in response to this RFI is strictly voluntary. This synopsis is for information planning purposes only and the Government will not pay or otherwise reimburse respondents for information submitted.
