REQUEST FOR EXPRESSIONS OF INTEREST (DEVELOPMENT OPPORTUNITY) Edith Nourse Memorial Veterans Hospital, Bedford, Massachusetts Notice This advertisement is a notice of a potential opportunity. This Request for Expressions of Interest (the advertisement ) is not a solicitation for offers, nor is it a request for proposals. Respondents are advised that the Government assumes no responsibility to award an Enhanced-Use Lease based upon responses to this advertisement. Ap previous Sources Sought Notice 36E77621Q0051 was posted previously and was cancelled due to a system error that occurred while publishing. This Sources Sought Notice is to identify potential sources for information and planning purposes only, and is not intended to pre-qualify or disqualify any potential Respondents. The purpose of this Sources Sought is to conduct market research to determine if responsible and qualified sources exist to redevelop the assets described in Section III. The information gained from this Sources Sought will be used to assist the Government in determining if this development opportunity can be competitive and/or a total Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. VA intends to award the contract resulting from this solicitation to SDVOSB/VOSB firms, however if no SDVOSB/VOSB firms are identified as being available and capable of meeting the requirements VA will open the competition to other types of businesses. As such, expressions of interest are welcome from all types of contractors at this time. The Government requests that interested parties respond to this Notice with the specific information requested in Section V of this Notice and identify their small business status. All developers are encouraged to participate in this Market Research. Contractors/Institutions responding to this market research should be aware that participation in this survey may not ensure that they qualify for any underlying future solicitation or contract award. Additionally, responding to this Sources Sought Notice is NOT a prerequisite to respond to any future subsequent solicitations. The government will not reimburse participants for any expenses associated with their participation in this Sources Sought. The Government cannot provide any warranty, expressed or implied, as to the accuracy, reliability or completeness of the information contained in this Notice. Overview and Objectives The United States Department of Veterans Affairs (VA), under its Enhanced-Use Leasing (EUL) authority (38 U.S.C. §§ 8161- 8169 and as amended), is seeking expressions of interest from qualified developers to serve as a Developer for purposes of creating supportive housing for the homeless and/or at-risk of homeless Veterans. The term supportive housing means housing that engages tenants in on-site and community-based support services for Veterans or their families that are at risk of homelessness or are homeless.  Such term may include the following: (A)  Transitional housing. (B)  Single-room occupancy. (C)  Permanent housing. (D)  Congregate living housing. (E)  Independent living housing. (F)  Assisted living housing. (G)  Other modalities of housing. For purposes of this effort, the Developer would be a non-VA entity who has the qualifications outlined in Section V of this Notice. The Developer will be expected to develop an Assisted Living Housing facility for homeless and at-risk Veterans at the Bedford VA Medical Center (VAMC). The opportunity would involve a Developer entering into an EUL with VA to finance, renovate/construct, operate, and maintain such facility(s). VA s EUL authority allows VA to outlease land and improvements to selected developers (i.e., Lessees) to provide supportive housing and on-site community-based support services for Veterans and their families. Such leases can have a term of up to 75 years. VA s Office of Asset Enterprise Management (OAEM) administers the EUL Program. The objectives of this development opportunity include but are not limited to: Repurpose vacant land at the Bedford campus for purposes of supportive housing. Development Scope The intent of this Notice is to determine if there are experienced Developers interested in undertaking an Assisted Living facility at the Bedford VAMC. The project is to provide the necessary care for aging Veterans, who are either homeless or at risk of homeless in accordance with VA s EUL authority. The asset to be developed by the Developer is a vacant parcel, approximately 2 acres, on the southwestern corner of the campus. Bedford VAMC is part of the Eastern Market planning area within the VA New England Healthcare System (VISN), along with VA Boston Healthcare System and VA Providence.  Veteran population in the East Market (Massachusetts) projections over the next five years as noted below show a declining number of Veterans across all age groups. However, the projected Veteran enrollment is fairly stable in the East Market (Massachusetts) across all age groups for the next five years, except in the 85+ group. Additionally, per the Market Assessment data the East Market in 2017 had a demand of 605 Nursing Home Beds and in 2027 the demand will increase to 620.  Currently there are 416 beds in the East Market. Bedford VAMC currently has 240 long term care beds with a planned phased Community Living Care (CLC) expansion. Phase one of the construction is scheduled to begin in 2021. Medical Center Background The Edith Nourse Rogers Memorial Veterans Hospital (Bedford VAMC) was one of the first hospitals established in the country to care for Veterans. The original buildings were completed in May 1928 (chartered by Congress that year to provide a variety of health services to Veterans), with the first patient admitted on July 17, 1928. Bedford VAMC s expansion over its first 50 years was significant. From its first 10 buildings, begun in 1925, it has grown to more than 60 buildings. Bedford VAMC supports its three Community Outpatient Clinics (CBOCs) in Lynn, MA; Haverhill, MA; and, Gloucester, MA. Bedford VAMC also has Crescent House Transitional Housing in Lowell, MA. Bedford VAMC is a Category 3 VA hospital located in the north-west suburbs of Boston, MA. It serves approximately 22,000 Veterans and its clinical mission focuses on providing those services that Veterans have difficulty obtaining in the community. As such, the bulk of clinical services are in mental health, primary care, and geriatrics and extended care. Clinical care is highly integrated with its academic mission of research and education. Its research program is larger than all other Category 3 hospitals combined and emphasizes research that is directly translatable into practice innovation and improvement. On any given day, over 70 trainees are present at the Bedford VAMC and represent diverse disciplines including psychiatry, family medicine, nursing, psychology, social work, and optometry. Sources Sought Response Requirements VA is seeking qualified developers who have a proven company track record of: Developing supporting housing (specifically, Assisted Living facilities); Financial wherewithal required to successfully develop housing communities with associated infrastructure, roads, and amenities; Securing public and private financing for Assisted Living facilities, and affordable supportive housing projects; Operating and staffing affordable and supportive housing projects, including Assisted Living facilities. Responses should be submitted on official letterhead, must include a point of contact and the signature of at least one organization officer. Responses must address the following sections in sufficient detail to highlight the Respondent s ability to undertake the Principal Developer scope as set forth in this Sources Sought Notice. Responses must not exceed 20 pages, single spaced with a minimum 12-point font. Include information such as: name, location, description of product type, number of units (specify market rate, affordable supportive, etc.), associated project infrastructure, new construction/renovation, age, the number of years involved with the development, and the role of the Respondent. Affordable and/or Supportive Housing Financing Experience: Summarize the Respondent s experience directly securing financing for similar scale affordable and/or supportive housing developments in the last 10 years. Provide brief descriptions of at least three (3) similar affordable and/or supportive housing developments for which the Respondent has directly secured financing. Include project information such as: name, location, description of housing type, number of units (specify market rate, affordable supportive, etc.), total development cost, specific funding sources secured, and role of Respondent. Assisted Living Financing Experience: Summarize the Respondent s experience directly securing financing for similar scale Assisted Living developments in the last 10 years. Provide brief descriptions of at least three (3) similar Assisted Living developments for which the Respondent has directly secured financing.
