Sources Sought Notice- California Army & Air National Guard State-Wide Lodging Requirement�� ���������������������������������������������������������������������������������������������������������������������������������������������������������������������������������������������������������� This announcement constitutes a Sources Sought Notice (market survey).� This is not a request for quote (RFQ).� This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract.� The Government will not pay for any cost incurred in responding to this announcement.� Any information submitted by respondents to this Sources Sought synopsis shall be voluntary.� This Sources Sought Notice is for Market Research purposes only.� The information submitted in response to the Sources Sought Notice will not be utilized to determine vendor standing in any future/potential Request for Quote, nor will it be utilized to determine if a vendor is qualified to submit a Request for Quote for any future/potential requirement.� The notice and the information received shall not be used to determine how well respondents can perform a requirement, which can only be evaluated in response to a solicitation. Vendors will not receive formal notification or feedback on any information submitted in this Sources Sought Notice.� All future/proposed submissions/solicitations requirements solicited on a Government Point of Entry (GPE) will be evaluated independent of any information submitted in response to this Sources Sought Notice.� No vendor will be provided information on solicitations issued on a Government Point of Entry based on this Sources Sought Notice. Potential Sources shall provide their Capability Statement and it must be clear, concise, and complete. The California National Guard (CANG) has a potential lodging services requirement under the NAICS 721110 � Hotel (except Casino Hotels) and Motels with a size standard of $35.0M. The California National Guard seeks to find sufficient small business to meet the below requirement. The requirement is to provide lodging, conference/event space, and meals to Soldiers, Airmen, and/or their families throughout the state of California. The Limitation on Subcontracting under 13 CFR 125.6 and FAR 52.219-14 apply to this acquisition.� 13 CFR 125.6(a)(1) states: �In the case of a�contract�for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded.� Please confirm and explain how your company will be able to comply with the Limitations on Subcontracting in accordance with 13 CFR 125.6.� �������� DRAFT Statement of Work Description of Work- The Contractor shall provide lodging management services to assist the Government in meeting its lodging requirement needs for temporary duty travel, relocation, and/or temporary/permanent station. Typical tasks may include, but are not limited to: Locating sources Managing group room blocks of 10 or more travelers Managing Long Term Lodging Needs of 30+ nights Providing commercially available ancillary support services for lodging contracts and programs (e.g., disaster preparedness and shuttle services). Scope of Work- The Contractor shall: Provide the full range of services necessary to satisfy the California National Guard�s lodging requirements. The Government is seeking services that industry normally affords to commercial customers. Provide lodging (defined as at least 50 rooms) in one or more of the following counties: San Francisco, Sacramento, Monterey, Fresno, San Luis Obispo, Los Angeles, San Bernardino, Riverside, Imperial, and San Diego. Provide event space capable of holding at least 50 people Provide meals upon request Be capable of handling multiple task orders simultaneously � � Requirements- The Contractor shall Provide Lodging Services as ordered by the California National Guard Ensure that its company and staff maintain any general required professional certification, accreditation, license, bond, and proficiency relative to their area of expertise. The Contractor shall retain documentation of such records. The Government will not pay for expenses to meet this requirement. Perform services and ensure deliverables that are compliant with Government regulations to include, but not limited to, the Joint Travel Regulations and other applicable travel regulations. Provide the same or better level of service as provided to its commercial/corporate customers. � Property Requirements: The Contractor shall ensure properties used meet the following requirements: Hotels/motels shall have a two crown/star/diamond rating or higher as defined by the American Automobile Association (AAA), NTM Crown, Mobil Travel Guide or approved equivalent. Properties must be certified in compliance with the Hotel and Motel Fire and Safety Act. All properties must be referenced on the Federal Emergency Management Administration (FEMA) Master List and in compliance with the hotel and motel fire and Safety Act. All properties must be in compliance with all applicable federal, state, and local health, safety, security, and building code regulations, including those standards for physically disabled persons. Participating properties must be compliant with the Americans with Disabilities Act and the Virginia Graeme-Baker Act (pool suction entrapment avoidance). Participating properties must provide security 24 hours each day through video monitoring of the property or must have staff on property 24 hours each day trained in security protocols in case of emergency. � Technical Requirements: The Contractor shall: Have the ability to accept reservations made by the individual traveler, group travelers, travel management centers, travel manager, administrative personnel or any other person that may be designated by the ordering agency, subject to availability.
