Description
Sources Sought Notice 1. General: This is a SOURCES SOUGHT and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSAL, QUOTATION, OR BID, NOR A SYNOPSIS OF A PROPOSED CONTRACT ACTION UNDER FAR SUBPART 5.2. The U.S. Army Corps of Engineers (USACE), Northwestern Division, Portland District (CENWP) has been tasked to solicit a contract for the purchase of two 3 phase transformers for Detroit Dam, Oregon (https://www.oregonencyclopedia.org/articles/detroit_dam/ ).� NO SOLICITATION IS CURRENTLY AVAILABLE. The official Synopsis citing the solicitation number will be issued on Contract Opportunities, beta.sam.gov, at a later date. The purpose of this Sources Sought is to gain knowledge of interest, capabilities, and qualifications of various members of the industry, to include the Small Business Community. Small Businesses, Small Disadvantaged Businesses (including 8(a) firms), Historically Underutilized Business Zone (HUBZone) Businesses, Service-Disabled Veteran-Owned Small Businesses (SDVOSB), and Woman Owned Small Businesses (WOSB) (including Economically Disadvantaged Women-Owned Small Businesses (EDWOSB)) are highly encouraged to respond. Contract Information: CENWP expects to solicit a contract for the purchase of two 3 phase transformers for Detroit Dam, Oregon. The proposed project will be a competitive, firm-fixed price (FFP) contract. Responses to this Sources Sought announcement will be used by the Government to support and make acquisition strategy decisions, including, if appropriate, a small business set-aside decision. 3. Project Description: Detroit Dam and its Big Cliff downstream reregulating plant are located on the North Santiam River. Detroit's power generation comprises two units recently up rated to 70 MVA. �Big Cliff contributes an additional 20 MVA from a single unit. Their combined 160 MVA feeds BPA's power grid via a pair of 87 MVA transformer banks located at the Detroit powerhouse. Each bank comprises three single phase 29 MVA units and is dedicated to its respective generator. Switchgear in the Detroit powerhouse allows routing of Big Cliff's power to either, but not both, of the two banks. The transformers have been in service 1953 (62 years). Work will include the manufacturing and factory testing of two three-phase generator step-up (GSU) power transformers rated 87,000 kVA, 230 kV high-voltage (H), 13.2 kV low-voltage (X), Class ONAN cooling, for delivery f.o.b. Detroit Dam power plant. The transformer shipment, hauling, site reassembly, field testing, and coordination with a separate installations� contractor are required. � North American Industrial Classification Code (NAICS): 335311, Power, Distribution and Specialty Transformer Manufacturing Size Standard: 750 Employees Federal Service Code: 6120 - Transformers: Distribution and Power Station � 4. Contractor Qualifications: CENWP seeks information from contractors regarding their experience and capabilities to perform the work required to complete this project. With respect to past experience, responses to this Sources Sought Notice should include a demonstration through references, project lists, or reports, that your company possesses experience completing projects that required: Past Experience:� Provide documentation that demonstrates experience in the supply of generator step-up transformers, rated greater than or equal to 115 kV and 75 MVA three-phase.� At a minimum, the documentation shall consist of a list of previously supplied transformers and include the following information in tabular format: Customer/Project Name Year Manufactured Voltage Class MVA Rating Single or Three Phase Type (GSU, Auto, 3-winding, etc.) Performance Confidence: �Provide a description of at least one (1) of the Offeror�s past or current supply projects complete or substantially completed (50% or more) within the last seven (7) years of this notice for projects which are similar to this project in scope and magnitude. �Include documentation that the Offeror has successfully provided logistics for similar transformers, including transformer delivery, site movement, reassembly, oil-filling and oversight of subcontractors. �Projects shall be summarized in tabular form with detailed project information. Similar in scope is defined as the design, manufacture, delivery and site reassembly of similar Class II generator step-up (GSU) transformers rated greater than or equal to 115 kV and 75 MVA three-phase performed as a prime contractor. 5. Submission Instructions: Responses to this Sources Sought Notice must be submitted electronically (via email) SUBJECT: PANNWD-20-P-0000 007624, Detroit Transformers. Please send to Robbie R. Newland, Contract Specialist, at Robbie.R.Newland@usace.army.mil in either Microsoft Word or Adobe Portable Document Format by 4:00 pm Pacific Daylight Time Friday, December 18, 2020. �An acknowledgement will be sent to verify receipt. A response to this Sources Sought Notice shall be limited to ten (10) pages and shall include the following information: The company's name, address, point of contact, phone number, email address, CAGE and DUNS number, and the Construction Bonding Level per contract. The company's small business category (i.e., Small Business, Small Disadvantaged, 8(a) firm, Historically Underutilized Business Zone (HUBZone), Woman Owned Small Business(WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB)) and business size. Relevant information on the company's experience and capabilities as it pertains to the proposed work outlined in the Project Description and the elements found in Paragraph 4. Information regarding a minimum of one project similar in size, scope, and complexity to this project, including a brief description of the project, customer name, timeliness of performance, contract number, customer satisfaction, and the dollar value. The Government may verify information in CPARS or PPIRS. 6. Disclaimer and Important Notes: This notice does not obligate the Government to award a contract. No reimbursement will be made for any costs associated with providing information in response to this Sources Sought Notice or any follow-up information. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or to provide feedback to respondents with respect to any information submitted. After a review of the responses a solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. All interested companies must be registered in the System for Award Management (SAM) at https://www.sam.gov and remain current for the duration of the contract to be eligible for award of a Government contract.
