THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This notice does not constitute a commitment by the Government. All information submitted in response to this announcement is voluntary, and the Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the Government. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS) located in Beltsville, MD is issuing this Sources Sought request as a means of conducting market research to identify qualified parties having an interest in and the resources to provide services identified in this announcement. The result of this market research will contribute to determining whether there are adequate sources available from which to receive competitive quotations or if to proceed on a sole source basis.� The USDA ARS is seeking firms who are authorized by the manufacturer, Thermo Fisher Scientific, to provide the USDA in Beltsville, MD with onsite diagnostic and repair services on one Orbitrap Mass Spectrometer, Model LTQORBITRAPXL, Serial Number 01129b.� This instrument is an advanced mass spectrometer that provides the USDA with valuable analyzed sample information.� It includes the latest version of automated spectral deconvolution, identification, and quantification software. Currently, the instrument is not functioning and requires diagnostics and repair in order to make the Orbitrap functional in accordance with all manufacturer operational and safety standards.� The diagnostic and repair of the existing Orbitrap must render instrument operational in accordance with all original manufacturer, Thermo Fisher Scientific, performance and safety specifications. Repairs must ensure that the Orbitrap is in full compliance with applicable requirements in the electromagnetic compatibility and manufacturer product safety standards.� In accordance with the manufacturer, unauthorized changes made to the Orbitrap will void regulatory compliance and may defeat built-in protections. Unauthorized changes include using replacement parts or adding components, options, or peripherals that Thermo Fisher Scientific has not qualified and authorized. Unauthorized changes can also result in bodily injury and/or damage to your system and laboratory. Therefore, diagnostics and repair services must be provided by an authorized manufacturer service representative. Any provided repair parts and software updates must be Thermo Fisher Scientific authorized for use in the Orbitrap and comply with all manufacturer standards for diagnostics and repair of the Orbitrap.� The service engineer must be authorized by the manufacturer to provide Orbitrap diagnostics to properly identify existing cause of failure and provide subsequent repairs with required manufacturer approved parts and software.� Thermo Electron North American is the only known manufacturer authorized Orbitrap Mass Spectrometer diagnostic and repair service provider capable of providing certified and authorized service engineers to perform diagnostics and repairs with original manufacture parts and software. The North American Industry Classification Code (NAICS) is 811219. The size standard for this code is $22 million. This sources sought notice is not a request for competitive quotations. No solicitation document is available. However, the USDA is seeking interested parties who must identify their qualifications and capability of meeting requirements by submitting written documentation that shows the interested party is an authorized Orbitrap service provider of the manufacturer, Thermo Fisher Scientific, capabilities to provide manufacturer diagnostics, and ability to provide manufacturer authorized parts and software along with appropriate qualifications to provide required services.� Also provide and include the following information: (1) A complete and current record of your SAMs Registration which includes DUNS number, Organization name, address, contact name, email address, web site address, telephone number, etc. Submission Instructions: Interested parties are invited to submit a response to this Sources Sought Notice not later than 3:00 PM (EST) December 14, 2020. All responses under this Sources Sought Notice shall be furnished by email and sent to Timothy Smearman, Contract Specialist, tim.smearman@usda.gov. Response must include all information requested above.� All communication shall be by email. No information will be taken by telephone.� This is a sources sought notice.� No feedback or evaluations will be provided to companies regarding their submissions. Reponses will be used to make a determination on if adequate sources exist to conduct a competitive procurement.
