- SOURCES SOUGHT NOTICE � Seeking Sources for Comparative Capabilities and Limitations Evaluation of Small Robot Systems This is a Sources Sought Notice (SSN): This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this sources sought. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this sources sought. Description: Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking commercial-off-the-shelf (COTS) and near COTS small robot systems with potential for application performing Explosive Ordnance Disposal (EOD) mission tasks. Systems will be expected to be small enough for dismounted operations (preferably backpack-able) and capable of difficult terrain mobility, object manipulation, situational awareness, and the ability to operate under harsh environmental conditions.� �� This SSN solicits vendors' information that fully explains their existing small robot system�s technology features, capabilities, and performance. NSWC IHD plans to select small robot systems to be included in a comparative, controlled, capabilities and limitations evaluation, followed by an EOD user assessment, in which active duty EOD robot operators will attempt to complete mock mission objectives with the systems provided. NSWC IHD seeks to have on-site training from vendors for our capability and limitation testing, as well as training at Fort Story and China Lake to train EOD operators prior to the two user assessments.� Also, NSWC IHD would prefer for vendors to be on site during the user assessments, which are planned to last one week each. Following completion of the test and evaluation, a final report will be written and available for use by government agencies, Department of Defense services, and law enforcement organizations.� The final report will be used to inform acquisition strategies.� � � Vendors should provide the following information: Technical Summary Guidance: System Title Name and model.� System Picture Photograph of system, preferably something that gives a fair representation of the system size. System Specifications.� This may be presented as a manufacturer�s specification�s sheet, but should include at a minimum the following details: Size Exterior dimensions in inches when in operational configuration and when packaged. Weight Overall weight of the system in pounds (with batteries installed). Power requirements. Include data on internal/external power systems (i.e. battery). Highlight if the system requires other than standard U. S. electrical power supply of 110-240 VAC, 50-60 Hz for operation and/or charging. Typical Environmental Conditions.� Indicate the system�s operating and storage parameters according to the following: Temperature Humidity Water and dust ingress Performance Line-of-sight RF communications range Can more than one system be operated within close proximity (< 10 ft.) while communicating via RF? Tethered communications capability/range Maximum operation time using a single, fully charged, set of the recommended batteries (both on OCU and UGV) Manipulator capabilities Degrees of freedom Lift capacity (close to chassis and at full extension) Vertical reach Horizontal reach Include measurements in the forward, reverse, left, and right directions (starting from the edge of the chassis) Gripper capabilities Grasp size Grasp strength Configuration (e.g. two finger, parallel movement) Mobility limitations (terrain composition, slope angle, etc.) Maximum transit speed Situational awareness Number of cameras Camera specifications Low-light capability Thermal capability Infrared capability Audio input/output capability On-board lighting GPS capability Autonomous capabilities Autonomous navigation via GPS waypoints Can the user save specific UGV hardware positions (i.e. a certain angle and/or extension of the manipulator, cameras, etc.) that the system could be commanded to automatically reconfigure to Automated self-righting Internal collision avoidance Retro-traversal capability Indicate if the system contains physical mounting points, electrical interfaces, and a logical architecture, that would allow for the addition of third-party modules Is there support for a Firing Circuit, Disruptor Capability, and/or additional sensors as either integrated components or accessories Interoperability Indicate if and how OCU and UGV components can operate with a counterpart component from a separate kit (i.e. can a UGV only operate with the OCU it was delivered with, or is it possible to use another OCU of the same model) Controller Indicate if the OCU is hardware and software based, or just software based Indicate hardware requirements (if the OCU is software based) Indicate software name and current version Cost Cost, in $US for the following: system, consumable items for system operation, accessory items, vendor operation and maintenance training (include duration of the training), associated recurring fees Consumables and Accessories Detail any items that are consumed by the system for operation or may require replacing over time to maintain performance. System Distribution State what country is the system manufactured Indicate if the system is currently in use by any US government or law enforcement agency.� Identify user groups. If known, indicate if the system is International Traffic in Arms Regulations (ITAR) or Export Administration Regulations (EAR) controlled. If EAR controlled, provide the Export Control Classification Number (ECCN) for the system. Technology Provide a brief description (five or fewer descriptive sentences) of any unique technology used by this product Include an assessment of the DoD Technology Readiness Level of the system. Limitations / Hazards / Special Requirements State any special system limitations, hazards and/or special requirements. Please note any additional safety considerations or procedures associated with system operation, including any human exposure restrictions and limits. Special Features / Capabilities.� Summarize any special system features or capabilities not contained herein that improve the overall ability of the system to perform EOD mission tasks.� Submissions: Interested entities are encouraged to respond by providing succinct responses to the items listed above.� Submissions should be limited to five pages or less.� A spreadsheet can be used to organize the responses if desired. In addition, the submission shall include the organization�s name, postal address, point of contact, phone number, fax number, e-mail address, related webpage(s) URL, business size, taxpayer identification number, DUNS number, and CAGE Code. This SSN is for information and planning purposes only and does not constitute a Request for Proposal (RFP) or solicitation. �This is not to be construed as a commitment by the U.S. Government.
