- N0016419DJQ77 P00003 � SOLE SOURCE � TOPLITE DEPOT TEST EQUIPMENT Contract extension/raising of ceiling PSC: 5855 � NAICS: 333314 Issue Date: 9 December 2020 � Closing Date: 22 December 2020 � 2:00 PM EDT The Naval Surface Warfare Center (NSWC) Crane Division has a requirement for the Toplite family of Electro-Optic Systems (EOS) spare parts and upgrades/conversions, intermediate and depot level test equipment, maintenance, repairs, training, technical, engineering, logistics, data configuration, and material support services. Toplite is the EOS on the MK-38 Machine Gun System. The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Rafael Advanced Defense Systems LTD, Derech Akko Haifa 3102102 Israel, under the authority of FAR 6.302-1 Only One Responsible Source. The basis for restricting competition is the lack of sufficient technical data and duplicative cost to the Government that is not expected to be recovered through competition. NSWC Crane intends to award a four-year firm-fixed-price, indefinite-delivery, indefinite-quantity contract with a maximum value of approximately $43.8M. The FOB point is Destination. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). All changes that occur prior to the closing date will be posted to Contract Opportunities on https://beta.sam.gov/.
