- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs, VA New York Harbor Healthcare System, Manhattan Campus, intends to award a sole source firm-fixed-price contract to Abbott Molecular Inc., a division of Abbott Laboratories Inc.in accordance with FAR subpart 13.106-1. The acquisition sought is for the Abbott Alinity-M PCR analyzer. This is requested as an essential, emergency diagnostic medical device as part of the medical center s efforts to combat the current COVID-19 pandemic and anticipated second wave to coincide with the upcoming flu season. In addition to the SARS-CoV 2 real-time (rt) reverse transcriptase (RT) polymerase chain reaction (PCR), the Abbott Alinity-M also offers a broad assay (testing) menu and robust assay design for acute and chronic disease management. This proposed new contract shall be awarded to Abbott Molecular Inc., a division of Abbott Laboratories Inc., 1300 E. Touhy Avenue, Des Plaines, IL 60018-3315. At this time, we are in the middle of the COVID 19 which is a global pandemic and anticipating a second wave, This analyzer is required on site as soon as possible to provide lifesaving, in-house diagnostics for SARS-CoV 2 quantitative RNA (ribonucleic acid) expedited testing turn-around-time (<115mins), true random access, broad assay (tests) menu and robust assay design. This analyzer will effectively identify, COVID 19 positive patients and patients' current viral load. This notice of intent is not a request for competitive proposals and no solicitation will be made available. Challenges to this Intent to Sole Source shall be sent to Paul.Speedling@va.gov no later than 15:00 EST on December 16, 2020. Any responses received will be considered for the purposes of determining sources for future procurements. The Government will not pay for information submitted. Any information submitted in response to this notice of intent is strictly voluntary. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source to satisfy this requirement.
