Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under FAR Part 13, as supplemented with the additional information included in this notice.� This announcement constitutes the only solicitation; a written solicitation will not be issued.� PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on BETA.SAM (https://beta.sam.gov/). The RFQ number is N0018921Q0053.� This solicitation documents and incorporates provisions and clauses in effect through FAC 2021-20 and DFARS Publication Change 11/30/2020� It is the responsibility of the contractor to be familiar with the applicable clauses and provisions.� The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ �� http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html.� The NAICS code is 337214 and the Small Business Standard is 1000 employees.� The proposed contract is 100% set aside for small business concerns. The Small Business Office concurs with the set-aside determination. The Government intends to award a Firm Fixed Price (FFP) contract action from this solicitation. The Fleet Logistic Center Norfolk requests responses from qualified sources capable of providing: All materials and labor for the USS HARRY S. TRUMAN (CVN 75)�s Habitability Improvement. For complete details of work requested and materials required, please refer to attached Performance of Work Statement and Pricing Sheet. If attachments will not download, contact Elysia Allen at elysia.allen@navy.mil. �� A MANDATORY site visit is scheduled for 16 December 2020 at 10:00 AM (EST) . Interested Vendors will meet with ship�s representative at the Norfolk Naval Shipyard in Portsmouth, VA. ��Interested Vendors are required to will need to go to the NNSY pass and ID office to get a temporary badge. Interested vendors are responsible for bringing all required documentation to obtain a temporary badge from the pass office. Once the vendors have a NNSY access badge they can contact S1 office 757-443-7903 for an escort. There is a three (3) person limit for each interested vendor. Do not proceed onto ship without escort. Vendors not present for the site visit will not be considered.� Vendors must provide their own personal protective equipment (PPE), including hard hat, safety goggles, and hard-toed shoes for the site visit.� Provide yourself adequate time to arrive to the site visit location on time. All vendors interested in attending the site visit must contact Contract Specialist Elysia Allen by email at elysia.allen@navy.mil� NO LATER THAN 3PM (EST) TUESDAY, 15 DECEMBER 2020: Please provide the following: Name Company Name CAGE Code Clarifications of the Performance of Work Statement may be asked at the site visit. All questions must be submitted in writing by email NO LATER THAN 7:00 AM EST, 17 DECEMBER 2020. All questions will be answered in writing and posted with the solicitation. Period of performance is listed in the attached Performance of Work Statement. Contractor will have to coordinate work schedule with availability of the vessel during the period of performance after award.� A technical point of contact will be provided to awardee. Install shall be completed by FEB 1, 2021. Place of performance USS Harry S. Truman, Norfolk Naval Shipyard, Portsmouth VA� Responsibility and Inspection:� unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control.� The following FAR provisions and clauses are applicable to this procurement:� See attachment. This announcement will close at 1 PM (EST) 23 DECEMBER 2020. All responsible sources may submit a quote to Elysia Allen via email at elysia.allen@navy.mil No Later Than the announcement closing date. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit a quote which shall be considered by the agency. Procedures in FAR 13.106 are applicable to this procurement.� While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors - a combination of price and determination of responsibility. The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote/offer which indicates that quote/offer may not represent best value. In that case, the Government reserves the right to consider the past performance of other quotes/offers, conduct a price, past performance tradeoff, and award to other than the lowest price quote/offer. System for Award Management (SAM). Quoters must be registered in the SAM database to be considered for award. Registration is free and can be completed on-line at http://www.sam.gov/. All quotes shall include price(s) showing materials and labor, FOB destination, a point of contact, name and phone number, and payment terms. The quote must include: a completed version of the attached Pricing Sheet acknowledgement that any and all amendments to the solicitation have been reviewed The quote shall explicitly confirm that the quoter can meet all of the Technical Requirements and provide all of the Deliverables within the Period of Performance, as specified in the attachment, Statement of Work (SOW). Each response must clearly indicate the capability of the quoter to meet all specifications and requirements.
