Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid.� The intent of this pre-solicitation synopsis is to make notice of a proposed contract action for a Facilities Support Services Indefinite Delivery/Indefinite Quantity (IDIQ) type contract for the Maintenance Center Equipment Services, Marine Corps Logistics Base, Albany, Georgia. � PROJECT DESCRIPTION:� The Contractor shall perform maintenance, repair, alteration, demolition and minor construction for the following: Production Equipment and Associated Building Systems to include, but not limited to: Compressed Air Systems, Weight Handling Equipment (WHE), Paint Booth and Oven Systems, ���Blast Booth Systems, Fast Acting Door Systems, Dynamometer Systems, Hydraulic Test Bench Systems, Air Pollution Control System, Steam Stall/ Pit Systems, Parts Washer Systems, Machine Tools, Fire Range Systems and Cranes. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to perform the work.� The metrics to be used to measure the outcomes reflect the performance standards described in Annex 1502000.� The metrics are based on the quality, timeliness, and documentation requirements set forth as performance standards for each type of work listed in the Annex. They include, but are not limited to, procedural compliance, work conformance to established standards, suitability/completeness of required documentation and provided data, scheduling of preventative maintenance and recurring work, timeliness of work completed based on contractual requirements, communication, effectiveness of quality assurance, and the overall quality of the services provided. This will be an Indefinite Delivery-Indefinite Quantity (FFP/IDIQ) type contract with recurring and non-recurring services.� The contract will be for a base period with four, one-year option periods, not to exceed 60 months.� The recurring services portion of the contract will consist of providing services to ensure equipment is maintained and repaired.� Requirements for infrequent services, or services that are not included in the recurring services portion, will be issued using non-recurring services task orders or ordered via FEDMALL using a government purchase card.� Non-recurring ordering gives the Government the ability to respond to changing conditions and varying time constraints.� The outcomes for this acquisition are consistent with the FAR 37.101 definition of service contracts.� The contract will include a Service Contract Act Wage Determination and all applicable service clauses. This solicitation is being advertised as a Total Small Business set-aside procurement.� This is a source selection procurement requiring both non-price (technical) and price proposals.� The appropriate Northern American Industry Classification System (NAICS) code for the projects under this IDIQ contract is 561210 � Facilities Support Services, and the Small Business Size Standard is $41.5M. A Sources Sought notice was issued on 06 August 2020 to be responded to by 21 August 2020.� There were eight responses to this source sought.� Further market research yielded additional small businesses that were interested in the procurement.� In accordance with FAR 19.203(d)(2), agency progress in fulfilling its small business goals shall be considered in determining which socioeconomic program shall be used for an acquisition.� Based on agency goals, the procurement will be a Total Small Business set-aside.� The activity small business office concurs with this decision. The Request for Proposal (RFP) will be issued on or about 21 December 2020.� ALL DOCUMENTS will be in the Adobe Acrobat PDF file format and downloadable from the Governmentwide point of entry, beta.SAM.gov website.� The official address to the solicitation will be https://beta.sam.gov/.� A free Acrobat Reader, required to view the PDF files, can be downloaded from the Adobe website. � IMPORTANT NOTICE: All prospective offerors must be registered in the System for Award Management (SAM) database (www.sam.gov).� Contractors will be searched against the Excluded Parties List (EPL) to ensure they are eligible for Federal contract awards.
