Description
The Contractor shall provide expertise, labor, supervision, facilities, tools, equipment, materials, and incidentals, and quality control necessary to provide specialized training exercises to the 63rd CST under an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract that will be for a Base Year with Four 1-Year Options, as defined in the�Performance Work Statement (PWS).� The Government intends to award three (3) contracts to allow for competed Task Orders amongst the awardees. The purpose of acquisition is to ensure the 63rd CST, Oklahoma Army National Guard (OKARNG), maintains required capabilities as directed by Congress and specified in National Guard Bureau�s CST Training Guidance and Response Management Plan. The 63rd CST requires comprehensive, complex, highly technical pre/post incident training exercises. The 63rd CST maintains support capabilities for current and emerging threats. Capabilities include frequent and varied threat response exercises involving local, state and federal agencies. The need for training realism is required for effective civil support training includes access to materials and expertise in terrorist employment of WMD capabilities, and the mentoring, training and knowledge transfer of counteractions required to effectively respond to events. Hazards include the full range of Toxic Industrial Chemicals/Toxic Industrial Materials (TIC/TIM), military Chemical Warfare Agents (CWA), explosive, biological nuclear and radiological hazards. In addition to training and technical capability sustainment, the CST has a requirement to facilitate improvement within civil authorities� pre/post incident WMD-specific response planning for high-probability threats facing Oklahoma. These include �soft� infrastructure targets such as large stadiums, public gathering places and high-visibility public complexes. Enhancement of the existing plans and the 63rd CST�s effectiveness in preparing for response to incidents at soft infrastructure targets is a critical and an emerging requirement. The 63rd CST must be capable of responding, at any time, to a mission within the state of Oklahoma. To support both training requirements and mission response capability, comprehensive training facilities must be available. The training sites ideally are isolated from community involvement and are in a limited or no commercial wireless service area. This isolation requirement is driven by the complexity of WMD Incident Response exercise design, with austere communications being critical to replicate natural disaster response scenarios. Additional capabilities the 63rd CST maintains is the interaction with and mission direction of both Manned and Unmanned Aerial Systems (UAS), and the use of Talon IV Robot used in support of civil authorities. The domestic response, tactics, techniques and procedures for air/ground integration in WMD response missions requires supporting Contractor to have extensive experience with UAS, manned aircraft, robots for both air/ground operations. As these capabilities and technology enhancements are adapted and deployed by the 63rd CST in support of National and Oklahoma response missions, the Offeror�must demonstrate experience in rapid tailoring, evaluation and fielding of new materials and information within the existing 63rd CST equipment, training and operations capabilities
