- Description
- The Naval Facilities Engineering Systems Command Europe Africa Central (NAVFAC EURAFCENT), Naples, Italy plans to issue a Best Value Request for Proposal that will result in the award of a Job Order Contract for Naval Air Station Sigonella, Sicily, Italy.� This notice does not constitute a request for proposal, request for quote, or an invitation for bid. The Job Order Contract (JOC) will provide for all labor, material, equipment, and other incidental work required to perform renovation, repair, maintenance, replacement, alteration, demolition, and NAVFAC construction categories II, III, and IV services on an individual task order basis at locations serviced by NAVFAC EURAFCENT, located in Naval Air Station Sigonella, Sicily, Italy.� Projects that require a professional engineer�s stamp may be included under this contract. The following Societa� Organismi d�Attestazione (SOA) certification requirements shall be met by the offerors: Category������������� ���� Classification OG1����������������������������������� III OG3����������������������������������� III OG11��������������������������������� II There will be a minimum guarantee of $5,000 for this contract. The contract duration consists of a one-year base period and four (4) one-year option periods for a maximum quantity of sixty (60) months, or a total aggregate maximum of $15,000,000 for all JOC task orders, whichever comes first. There is no yearly limit except for the Not-To-Exceed (NTE) of five (5) years or $15,000,000. Options may be awarded at the sole discretion of the Government. The Contracting Officer, on a firm fixed-price basis, will award task orders with a task order minimum of $2,000 and a task order maximum of $1,000,000. A major element of the JOC process is the use of applying a coefficient (multiplier) to proposal costs for specific Category II through IV construction and repair tasks. The coefficient must include not only the Contractor�s overhead and profit, but also all other costs associated with doing business that are not represented in the Gazzetta Ufficiale or DEI bare costs or in Subcontractor�s proposals. All discounts for materials, labor, and equipment shall be included. There are three separate pricing proposal methodologies for task orders that will be accepted on this contract.� They are, as follows: -Projects using Gazzetta Ufficiale and/or DEI in which all items are pre-priced using the Gazzetta Ufficiale della Regione Siciliana and/or Prezzi Informativi dell�Edilizia. -Projects using non-pre-priced� items (i.e., three competitive quotes or self-performed work) -Projects using a combination of Gazzetta Ufficiale, DEI, and non-pre-priced items. Projects using this combination method must have at least 51% of the task order�s total value pre-priced through Gazzetta Ufficiale and/or DEI. The Contracting Officer will specify whether or not the task order will use Gazzetta Ufficiale and/or DEI. Task orders will be issued in U.S. Dollars. The procurement method will be contracting by negotiation, tradeoff process.� The solicitation utilizes source selection procedures, which require offerors to submit a technical proposal, past performance, and price proposal for evaluation by the Government. The solicitation as well as all notices/amendments related to this solicitation will be posted to https://beta.sam.gov/. All interested firms must be registered on https://beta.sam.gov/ in order to obtain the solicitation documents and all information regarding the solicitation.� Hard copies of the solicitation will not be provided. It is the responsibility of the offeror to check the website daily for any updates/amendments.� Prospective offerors will have access to the solicitation by searching for the solicitation number, N3319121R4005 (no hyphens).� Offerors are encouraged to check https://beta.sam.gov/ frequently in order to be notified of any changes to the solicitation.� If you register for this solicitation, you will receive a courtesy e-mail notifying you of all amendments for this solicitation that are posted on the website. Registration for this solicitation however does not release the offeror from the responsibility of checking the solicitation daily for amendments. All offerors must be registered in the System for Award Management (SAM) website (https://www.sam.gov) to be considered for award of any United States of America, Department of Defense contract.
