Page 7 of 7 THIS IS A SOURCES SOUGHT NOTICE ONLY. The Department of Veterans Affairs New England Healthcare System (VISN 1) has an ongoing program to furnish eyeglasses to eligible Veterans throughout New England. The requirement includes providing complete pairs of eyeglasses with some including Optician Services. Under the Optician Services a Licensed Optician shall be provided to each VISN 1 facility selecting to provide space for an Optical Shop for measuring and fitting of all Veteran patient prescriptions provided by the Doctors in the respective VAMC Optometry or Ophthalmology Departments. VISN 1 facilities are in the following states: Maine, New Hampshire, Vermont, Massachusetts, Rhode Island and Connecticut. VISN 1 currently provides an estimated 169,000 pairs of eyeglasses a year throughout the New England facilities. The applicable NAICS for this requirement is 339115 with a small business size of 1,000 employees. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, namely Service Disabled Veteran Owned Small Businesses (SDVOSB) and/or Veteran Owned Small Businesses (VOSB) in accordance with the requirements of Public Law 109-461. However, all capable businesses are encouraged to respond, including other socio-economic categories including small businesses. This is not a request for proposal currently. The prospective solicitation will outline exact requirements to include evaluation criteria. It is anticipated that said evaluation criteria will consist of Technical Capability, Past Performance and Price. Where the resulting contract does not require Joint Commission accreditation or other regulatory requirements regarding worker competency, the successful contractor must perform the required work in accordance with Joint Commission and CMS standards. The successful contractor must demonstrate that they met or exceeded Joint Commission and CMS requirements. Documentation demonstrating these requirements will be required with any offer submitted in response to the prospective solicitation and is required in response to this Sources Sought Notice. This requirement will be a matter of solicitation compliance. Successful contractor shall also be required to ensure all patients are transitioned appropriately without interruption to medical care. The intent of the procurement is to award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract for a performance period of up to five years. This notice is published to determine sources capable of providing the services required. Those companies capable and interested in a near future procurement should respond via email to Clark.Crandall@va.gov and Gail.Grundy@va.gov, subject line to read: Sources Sought Response Eyeglasses and Optician Services and provide the following information: (1) name of company; (2) DUNS Number; (3) POC with phone number and email address; (4) socio-economic status (very important); and (5) brief capability statement to include documentation regarding Joint Commission Accreditation or ability to meet Joint Commission Standards. Service Disabled Veteran Owned Small Businesses and Veteran Owned Small Businesses must be verified in the VA s VetBIz Vendor Information Portal at https://www.vip.vetbiz.va.gov/, and must submit documentation that the firm is capable of providing 50% of the work by it s own forces or by that of another SDVOSB/VOSB in accordance with Public Law 109-461. Additionally, small businesses must submit documentation of compliance with the non-manufacturer rule. Respondents must have a valid registration in www.SAM.gov. A DUNS number MUST also be provided for verification purposes. THIS IS NOT A SOLICITATION REQUEST. A solicitation will be published soon set aside requirements to be determined based on information received in response to this notice. Responses due by close of business December 18, 2020. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB set-aside is appropriate. This is not a solicitation and does not obligate the Government to issue a solicitation. Please be advised the Government will not pay any costs for responses and information submitted. This announcement constitutes an official Request for Information (RFI) as defined by FAR 15.201(e). RESULTS INFORMATION: Respondents will not be notified of the results of the evaluation. Firms responding to this source sought announcement, who fail to provide ALL of the required information requested, will not be used to help the Government make the acquisition strategy decision, which is the intent of this sources sought announcement.
