Description
Princeton Plasma Physics Laboratory (PPPL) a National Laboratory and Federally Funded Research and Development Center RDC) operated by The Trustees of Princeton University, a US Department of Energy Prime Contractor wishes to notify all interested and capable Architect-Engineering firms of a potential upcoming solicitation to provide design and construction administration services for the construction of the Princeton Plasma Innovation Center (PPIC) located at Princeton Plasma Physics Laboratory, 100 Stellarator Road, James Forrestal Campus, US Route 1 North, Princeton, NJ. The proposed new building, PPIC, will consist of multiple stories and provide between 77,500 � 107,000 gross square feet (GSF) of multi-purpose facility. The conceptual design target was ~85,000 GSF.� This multi-story building will include small and medium bay labs, collaboration space, conference rooms and offices for approximately 190 -233 personnel. The current plan is for design work is to start in June 2021 and conclude November 2022. Construction administration phase will start May 2022 and run through November 2025.� The estimated magnitude of construction is between $50M and $75M.� PPPL intends to utilize the construction manager as general contractor (CMGC) project delivery method for the construction subcontract.� For a detailed description of the required design and construction administration services, please review the attached draft of the PPPL Statement of Work. PPPL contemplates award of a firm fixed-price subcontract in accordance with the procedures of FAR Subpart 36.6, Architect-Engineer Services. The Request for Proposal (RFP), including a detailed statement of work, evaluation factors and basis for award is anticipated to be released in early spring 2021. As a mandatory requirement, potential offerors must have completed a minimum of two laboratory/office projects similar to PPIC scope with construction cost of at least $30M for Architectural-Engineering Design Services for Governmental, University and/or Science Technology clientele The applicable NAICS code is 541310, Architectural Services. The associated size standard is $8.0M. The proposed procurement is unrestricted (full and open competition). This notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by PPPL.� This is NOT a solicitation for proposals, proposal abstracts, or quotations.� No solicitation exists at this time.� The purpose of this notice is to obtain information regarding the availability and capacity of sources that can perform the required services.� If you believe your firm is capable of providing the required services and is interested in this potential solicitation, please submit a brief description of your firm�s history and organization and a description of your facilities, products, services, and customers via email to the PPPL point of contact for this notice.� Do not submit your Standard Form 330 (SF 330) Architect Engineer Qualifications in response to this announcement. Please be advised that PPPL will not reimburse parties for any costs incurred in responding to this request.� Expressions of interest are due to the PPPL Procurement Specialist, Chi Man Cheung by January 13, 2021.� Should PPPL proceed with issuance of a RFP for this requirement, capable A-E firms responding to this notice will be notified of RFP availability.
