- THIS IS A DRAFT SOLICITATION FOR INDUSTRY REVIEW AND COMMENT The United States Department of State Office of Acquisition Management (A/OPE/AQM) is releasing this draft solicitation for regional health insurance coverage for locally employed staff (LES) of the U.S. Diplomatic Missions in Afghanistan, Turkmenistan, Tajikistan, Uzbekistan, Kyrgyzstan, and Kazakhstan (including the U.S. Embassy in Nur-Sultan and Consulate General in Almaty).� A draft version of the Section C and requests for information were previously released under FEDBIZOPS announcement 19AQMM20N2020. ��A/OPE/AQM encourages prospective offerors to provide comments and questions on this draft solicitation which contains solicitation Sections B-M. Please note that Afghanistan is now added to the schedule.� Offerors are encouraged to comment on their approach as to how they would provide medical insurance coverage in Afghanistan. �Also Afghanistan has a requirement to keep the covered employees identity safeguarded and as such the employee should only be identified by a policy number or similar. A/OPE/AQM does not intend to conduct a pre-proposal conference for this solicitation. Please submit your solicitation comments to the undersigned at murphypj@state.gov on or before January 15, 2021, 2:00 PM USA Eastern Standard Time.� The successful offeror shall be registered in the SAM (System for Award Management) database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207.� Therefore, prospective offerors are encouraged to register prior to the submittal of their proposal.� The guidelines for registration in SAM are also available at:� https://www.fsd.gov/fsd-gov/learning-center-system.do?sysparm_system=SAM The U.S. Government intends to award a contract to the responsible company submitting an acceptable offer at the lowest price.� We intend to award a contract based on initial proposals, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.
